The Department of Emergency Services consists of the Ambulance Corps, the Volunteer Fire Department, and the Office of Emergency Management.

Mahwah also works very closely with Bergen County and other OEM groups in training and preparing for emergencies.

How does OEM fit into the overall Emergency Services Plan?

Every municipality and county in the state is required by law to have an approved emergency management plan. The plan considers all aspects of emergency services. The Local Emergency Planning Council (LEPC) identifies which hazards endanger their community and plan accordingly. LEPCs usually consist of traditional emergency personnel such as police, fire, and EMS, as well as non traditional emergency personnel such as Health Department, Public Works, Engineering or Building Department, School board members, Finance personnel etc.

Each municipality must have an assigned Emergency Management Coordinator and deputy. Ours are:

Communications Division – Specific personnel are trained as communication specialists to maintain communications with all emergency service units throughout the township. This is done from our state-of-the-art command and emergency operation center (EOC) located on the lower floor of the police station.

R.A.C.E.S. Division – R.A.C.E.S. is the Radio Amateur Civil Emergency Service, as authorized by Part 97.407 of the FCC Rules and Regulations. Its mission is to operate and maintain Amateur, Public Safety, and other communication systems, and to perform unique, accurate, and efficient communication services to assist government officials in the protection of life and property.

The Township of Mahwah has a R.A.C.E.S. group that operates under the direction of the Office of Emergency Management. It consists of licensed Amateur Radio Operators who volunteer their skills and time to set up organized non-commercial communication networks. They use "Ham" radio equipment on authorized amateur radio frequencies. Facilities are provided at the Township’s EOC. They also have use of a mobile command center, and use many base station and handheld radios on a multitude of authorized frequencies.

Operations Division – The operations staff conducts training sessions and drills, using the Mahwah Township Emergency Operations Plan. The county and state approved this very thorough and detailed document, recently re-written with input from all borough agencies.

Many members are also trained First Responders, EMT's, Volunteer Fireman, etc. Members have distinguished themselves with volunteer work during the World Trade Center disaster, during hurricane Floyd, and other recent disasters.

Community Emergency Response Team

In an emergency, whether resulting from a natural disaster, crime, terrorist related act, or an emergency of any kind, local government resources will be the first responders and the first line of defense.

Following a major disaster, first responders who provide emergency services won't be able to meet the demands placed upon them. Factors like the number of victims, communication failures and roadblocks may prevent people from accessing the type of services they've come to expect at a moments notice through 911. People will have to rely on each other for help to meet their immediate needs until professional emergency responders can reach them.

The Mahwah Community Emergency Response Team (CERT) is a program that provides residents with basic training on what to do before, during and after a disaster. Most importantly, the training aids the participant in protecting themselves and their families during emergency situations. Trained CERT members may also participate in helping their community through organized or county level emergency management.

There is no cost to participate in the course which are held periodically at the Bergen Law and Public Safety Institute in Mahwah. At the completion of the program, basic CERT safety equipment is issued to each successful participant. Class size is limited so immediate registration is encouraged when classes are announced.

The Mahwah OEM members span in age from young adults to members who are Senior Citizens. Mahwah OEM meets on the 2nd and 4th Tuesday of the month at the Emergency Operations Center on the lower level of the Township Police Station. Inquiries can be made by calling (201) 529-1000, ext 275.

Special Needs Program

In order to better serve the special needs population of the Township, and to insure that all agencies have access to a common confidential list, emergency and support services will institute and maintain a Town-Wide Special Needs List.  The list will be kept strictly confidential, and will only be used by emergency personnel in the event of an emergency such as a fire, flood, serious storm or power failure to provide assistance to those with special needs.

Individuals would be considered special needs if they are: confined to a wheelchair, use or have oxygen present in their home, have mental or physical handicaps, are hearing or sight impaired, elderly and live alone or are senior citizens in need of assistance in an emergency.  

The list will be kept in a secure computer database and updated every six months. The information will also be used to develop a reverse 9-1-1 phone list which would be used to notify those with special needs about emergency issues or events.

Any special needs residents or their care givers are invited to all the Mahwah Office of Emergency Management at 201-831-2075 or 201-831-2012 to obtain a special needs registration form, or have any questions about the program answered.

Office of Emergency Management (OEM) is responsible for developing and maintaining a current state approved emergency operations plans. Its purpose and function is also to coordinate and assist all departments and agencies called on during a declared emergency. The group is activated during hurricanes, snowstorms, fires, mountain searches, medical emergencies, power outages and hazardous material releases.
