TOWNSHIP OF MAHWAH
WORK SESSION MEETING MINUTES
THURSDAY, JUNE 15, 2006

The meeting was called to order at 8:00PM by Council Vice President DiGiulio who read the Open Public Meetings Act Statement as prescribed by law. Notice was advertised in The Record on July 29, 2005 stating this meeting would be held in the Municipal Offices, 475 Corporate Drive, Mahwah, New Jersey on Thursday, June 15, 2006 at 8:00PM.

Notice of this meeting is posted on the Municipal Bulletin Board. The Minutes of this meeting shall be filed in the Municipal Clerk’s Office.

Salute to the Flag.

Present: Councilmembers Alderisio, Calandrillo, Paton at 8:18PM, Roth and DiGiulio.
Absent: Councilmembers Kelly and Richter.

Also present were Mayor Richard J. Martel, Township Attorney Terry P. Bottinelli, Administrative Assistant Denise Storms, Township Engineer Kevin Boswell, Township Utility Engineer Gerry Spiesbach, Township Utility Engineer’s Associates Ryan Lemli and John McCarthy and Municipal Clerk Kathrine Coletta.


PUBLIC PORTION
On a motion by Calandrillo, seconded by Roth, the meeting was opened to the public at 8:02PM. All in favor. Motion carried.

Mr. Stu Berson of 120 Youngs Road thanked Council for passing the Ordinance on mopeds, motorized vehicles, etc. Mr. Berson complained the Ordinance is not being enforced. Mr. Berson complained about a groups of young adults who continually make noise throughout his neighborhood. Mr. Berson further complained about his next door neighbor who has 5 dogs and two of them are pit bulls. Administration shall have the Police Department look into Mr. Berson’s complaints.

Mr. Albert Kidd of 851 Darlington Avenue complained about the Township’s excessive spending.

Mrs. Ruth Rodriguez of 897 Darlington Avenue inquired as to whether or not the Property Maintenance Officer had gone to the farm property on Darlington Avenue. The Mayor answered yes. Approximately 50 photographs have been taken. The Mayor said the Township Attorney was contacted. The meeting is scheduled to be held on Monday. The Agricultural Board shall also be notified of the activities occurring on the property. Mrs. Rodriguez suggested the Township ask the DEP for assistance with the wetlands issues. Mrs. Rodriguez also complained about 18 wheelers continuing to travel on Darlington Avenue.

Calandrillo questioned if the property owner will need to return the property to the original state. The Township Attorney explained this is the purpose of the meeting on Monday.

On a motion by Calandrillo, seconded by Alderisio, the meeting was closed to the public at 8:17PM. All in favor. Motion carried.

SUBMISSION OF BILLS AND CLAIMS
Any Councilmember with questions on the Bills and Claims was asked to contact Administration prior to the June 22, 2006 Public Meeting.

ENGINEERING (Boswell-McClave)
1a. Wyckoff Avenue and Forest Road Intersection Improvements; Project Update
The Township Engineer reported on June 5th the deli and strip mall parking lots were striped.
The left turn signal is operational. The paving will be addressed with the contractor through the
County and the Township Engineer.

1b. Verbal Status Report
Last Tuesday, the Township Engineer reported he met with Mr. Isaacs of 2 Victoria Lane
regarding the subdivision in Franklin Lakes.

Willowbank Court Stream Cleaning; The Department of Public Works is expected to complete
the top soil and seed next week.

Island Road Intersection: the County has asked for three years accident history. The Township
Engineer is waiting for the information for the Police Department.

Calandrillo asked if the Township Engineer obtained the amount of time the Police Department
is spending on traffic duty. The Township Engineer did not. The Township Engineer shall
contact the County to expedite several projects within the Township.

Fire Company #1: The Township Engineer will be meeting with the Museum, Police
Department and Fire Department. Plan will be prepared and provided to Administration for
review.

UTILITY ENGINEER (Malcolm Pirnie)
2a. Proposal; Hydraulic Analysis Cragmere Area (High Service Zone)
Paton suggested at this time the Township only proceed with Phase 1 of the project. The Township Utility Engineer agreed.

Straw poll vote for amount of this project not to exceed $30,800. Straw poll vote: Alderisio, yes; Calandrillo, yes; Kelly, absent; Paton, yes; Richter, absent; Roth, yes; DiGiulio, yes.

Resolution shall be prepared for the June 22, 2006 Public Meeting.

2b. Verbal Progress Report
Change Order – Well #16: Work has begun. Well should be back on line within 2 weeks.

Consumer Confidence Report: has been forwarded to Administration for review.

Well 18: The DEP continues to review.

ADMINISTRATION
3a. Request for Authorization to Auction Vehicle; 1993 Ford Van
Resolution shall be prepared for the June 22, 2006 Public Meeting.

3b. Request to Amend Resolution #118-06
Paton questioned if any of the vehicles could be used by Emergency Management. The Administrative Assistant answered no.

Resolution shall be prepared for the June 22, 2006 Public Meeting.

TOWNSHIP COUNCIL and MUNICIPAL CLERK
4a. 2006 Salary Ordinance; Discussion
Roth suggested postponing discussion to June 22, 2006 Public Meeting.

4b. Raffle Applications
1. St. Catherine of Bologna School (On Premise, 50/50)
2. St. Catherine of Bologna School (On Premise)
3. St. Catherine of Bologna School (Off Premise)
4. St. Catherine of Bologna School (On Premise)
Raffle Applications were tentatively approved. Final approval shall be voted on at the June 22, 2006 Public Meeting.

4c. Renewal; Liquor License Application for 2006/2007 Term; C. Carfello
Resolution shall be prepared for the June 2, 2006 Public Meeting.

4d. Employee Recognition Program Amendment; Discussion (Alderisio)
Alderisio suggested reinstating the Employee Awards Program.

DiGiulio suggested discussing this item with the new Councilmembers.

On a motion by Calandrillo, seconded by Alderisio, the meeting was adjourned at 9:05PM. All in favor. Motion carried.
