TOWNSHIP OF MAHWAH
January 11, 2006
The meeting of the Environmental Commission was called to order at 7:40 p.m. by John Brotherton, Chairman. The Opening Statement was made. Roll call was taken.

There is one vacant position on Commission.
The meeting was also attended by Mahwah resident David Daehnke of 98 Hilltop Road. He expressed an interested in filling the vacancy on the Commission created by Paul Scian’s resignation. He previously emailed his resume to the Commission secretary.
Notification received on meeting to be held by Upper Saddle River Shade Tree Commission on January 18 on forestry grants and programs.
We received information on a State Forestry Grant, however, by the time our scheduled meeting date came about, the application deadline had passed.
We also received minutes and agendas from various township boards and commissions.
The following tenant applications were approved on January 11, 2006.
• Schreiber Foods International, Inc. 300 Corporate Drive - food importer, general office work
• Swings & Things 270 Route 17 South – office, warehouse, showroom playground equipment
• Benchmark 300 E. Route 17 South - showroom, warehouse custom counter tops
SITE PLAN REVIEW
Graham Enterprises, Inc., Dkt. 495
Location: 190 Franklin Turnpike, retail and office. Plans show removal of old vacant building and addition to the newer existing retail building. – Approved.
Soil Movement Permit Application, Dkt. 495S was also approved. The tree preservation form shows there will be 5 replacement trees.
Rowayton Properties, Dkt. 473
Memo to Administrative Officer:
“We received the plot plans for Bl. 109 Lots 4.1, 4.2 and 4.6. Is there a completed tree preservation form for this project? Please forward a copy if you have it. If not, please have applicant supply the removal/replanting information. Thank you.”

Block 127, Lot 1
We reviewed letters on the subject property from Conklin Associates and DEP (concerning the Highlands Act). The DEP letter states that the project is located in the Highlands Preservation Area, however, due to the date of purchase (1986), it is exempt from certain provisions of the Highlands rules.
Conklin Associates’ letter states there will be 17 replacements trees.
We will request a copy of the completed tree preservation form for this lot.
Vista Bahn, Phase II
John Brotherton explained that the public hearing on Monday was postponed. Members of the Environmental Commission continue to be concerned about drainage from both Phases I and II of the project.

Re: Tree Count Information
“As we discussed with the developer and alerted you and the Administrative Officer by memo, the Environmental Commission requests to be informed of any changes in the tree removal/replacement counts for the individual lots for Dkt. 455.
We also asked that the Township Engineer inform us of the actual count of tree removal on each lot as work progresses. Please provide us with that information.”

PROGRESS ON GRANT
Signs for Lake Henry Trail
Purchase orders were issued before the year end deadline in 2005 as follows.
• Elwood Construction for design, construction and installation of map sign – $870.00
• Adastra West, Inc. for graphics of four signs - $1,000.00
• Voss Signs, LLC for 8 tree identification signs - $55.00
A progress report is due to the NJ DEP grant program by January 31, 2006. This will be completed at the next Commission meeting.
David Daehnke (98 Hilltop Road) would like the Commission to recommend him to Mayor Martel as a possible new Commission member. A letter will be sent to the Mayor forwarding Mr. Daehnke’s name, address and resume.
The meeting was adjourned at 8:45 p.m. The next meeting of the Environmental Commission will be held on Wednesday, January 25, 2006 at 7:30 p.m. at the Municipal Building, 475 Corporate Drive, Mahwah, N.J.
