The meeting of the Environmental Commission was called to order by John Brotherton, Chairman. The Opening Statement was made. Roll call was taken.

The Minutes of the August 10, 2005 meeting were accepted as submitted.
September 24 (Saturday). (Rain date Sunday, September 25)
John Spiech offered use of his canopy tent. He will not be available to attend Mahwah Day. Carol Phiefer is not available.
Susan Golz, Don Wenger, Karin LaGreca and John Brotherton may have some time to attend Mahwah Day.
Susan will arrange for the Commission to borrow the watershed demonstration.
A definite schedule and plan will be done at the next meeting on September 14th.
Mahwah Hummer – DEP is following work on the corner of the building. Reviewed letter from attorney Jaworski.
Tidelands – reviewed Hackensack River keeper Newsletter.
Received notice of Ann Mancuso retirement dinner to be held 9/30/05.
Approved tenant application for John D’Anton, 65 Ramapo Valley Road – attorney office.
SITE PLAN REVIEW
TREE REMOVAL PLAN
Woodcliff Lake Development, Dkt. 455F
After review of the site plan and detailed letter, all questions were not answered. Many items remained unclear.
The following letter was written to the developer’s engineer.
“Mr. Tibor Latincsics, Conklin Associates
Re: Woodcliff Lake Development Co., Inc.
Dkt. 455F – revised tree clearing and replacement plan
We have a copy of your letter to Michael Kelly dated August 15, 2005 and the new tree plan. We appreciated the detailed letter, however, we still couldn’t quite understand it.
Could you please come to our next meeting on Wednesday, September 14, 2005 at 7:30 pm at the Municipal Building? We would like to go over your letter and tree clearing and replacement plan with you. We didn’t have a complete set of plans available to use when we reviewed the tree plan. Perhaps you could bring a complete set of plans with you. We have questions on the boundaries of the water quality basin, the berm construction, etc.”

This plan was not approved. Comments to Board of Adjustment:
“We need to make sure all current environmental rules are followed. All oil and fuel run off must be collected and contained. We need to be assured that this property will comply before giving our approval.
Are there any open DEP cases against this property owner at this location?”
SOIL MOVEMENT PERMIT APPLICATIONS
Memo to Administrative Officer:
“The Environmental Commission reviewed the soil movement permit application of Alex
Cavegn, 2 Walsh Drive, Bl. 21.08, Lot 1, E-BD-216-239-394. This application is not approved, due to the fact that there should be one replacement tree on the tree preservation application. If five trees are to be removed as stated, one replacement tree (native deciduous) is required.
R & S Builders, 7 Mohawk Trail, Bl. 147, Lot 26, E-BD-216-1836. We note the correction on the revised tree preservation application that there will be two replacement trees (native deciduous maples). Application approved.”
LAKE HENRY – ENVIRONMENTAL CIRCUIT TRAIL
Susan Golz reported on her continuing research. Everyone has copies of the material on the sign types, possible proposed signs. Susan asked that Commission members read over all the material, to further discuss at the next meeting. Susan would like opinions on priorities and preferred styles.
Other items to consider for the signs:
• Warranty – EnviroReader has a 10 year limited warranty
• Type of Frames
• Graphics – image from disk to sign
• DuraReader – does not require a frame
