REOGRANIZATION MEETING MINUTES
THURSDAY, JULY 7, 2005
The meeting was called to order at 8:03PM by Council President Richter who read the Open Public Meetings Act Statement as prescribed by law. Notice was advertised in The Record on June 29, 2005 stating this meeting would be held at the Municipal Offices, 475 Corporate Drive, Mahwah, New Jersey on Thursday, July 7, 2005 at 8:00PM.
Notice of this meeting is posted on the Municipal Bulletin Board. The Minutes of this meeting shall be available in the Municipal Clerk’s Office.

Present: Councilmembers Alderisio, Calandrillo, DiGiulio, Kelly, Paton, Richter and Roth
Also present were Mayor Richard J. Martel, Business Administrator Brian Campion, Township Attorney Meneloas Toskos, Township Engineer’s Associate Nilufer DeScherer and Municipal Clerk Kathrine Coletta.
Richter congratulated the Township Attorney on his appointment to Superior Court Judge in Bergen County, New Jersey.
APPOINTMENT OF COUNCIL PRESIDENT
The Municipal Clerk asked for nominations for the position of Council President.
Prior to his nomination, Roth commented that a person being considered for the Executive Committee of the Council must embody two key traits which were, according to Roth, Organizational Experience and Management Skills. Roth made a motion, seconded by Paton, for Eileen Richter as Council President. Roll call vote: Alderisio, no; Calandrillo, no; DiGiulio, no; Kelly; no; Paton, yes; Richter, yes; Roth, yes. Motion failed.
Calandrillo made a motion, seconded by DiGiulio, for John Kelly as Council President. Roll call vote: Alderisio, yes; Calandrillo, yes; DiGiulio, yes; Kelly, yes; Paton, no; Richter, no; Roth, no. Motion carried.

APPOINTMENT OF COUNCIL VICE PRESIDENT
Alderisio made a motion, seconded by Calandrillo, for H. Lisa DiGiulio, as Council Vice President. Roll call vote: Alderisio, yes; Calandrillo, yes; DiGiulio, yes; Kelly, yes; Paton, no; Richter, no; Roth, no.

SWEARING IN OF COUNCIL PRESIDENT and VICE PRESIDENT
The Honorable Judge Gianni swore in Council President Kelly and Council Vice President DiGiulio.
Resolutions #003-05A through #008-05A were voted on individually and are attached to and made part of these Meeting Minutes.
Resolutions #009-05A through #011-05A, #013-05A through #020-05A, #022-05A through #028-05A were voted on under one motion and are attached to and made part of these Meeting Minutes.
Resolution #012-05A was removed from the Agenda.
Resolution #021-05A was voted on separately and is attached to and made part of these Meeting Minutes.
On a motion by Calandrillo, seconded by Roth, the meeting was opened to the public at 8:20PM. All in favor. Motion carried.
Mr. Allan Kidd of 851 Darlington Avenue suggested an Ordinance be considered requiring Councilmembers to attend Council Meetings. Mr. Kidd also suggested an Ethics Committee be formed.
On a motion by Calandrillo, seconded by DiGiulio, the meeting was closed to the public at 8:24PM. All in favor. Motion carried.
On a motion by Calandrillo, seconded by Paton, the meeting was adjourned at 8:25PM. All in favor. Motion carried.
