ENVIRONMENTAL COMMISSION

TOWNSHIP OF MAHWAH

November 10, 2004


The meeting of the Environmental Commission began at 7:45 p.m.

SITE PLAN REVIEW
Fox Meadows, Dkt. 355
We received a letter and plans from Lapatka Associates in response to our question about tree planting. Our comments were:
“To: Administrative Officer
Re: Fox Meadows, East Lake Associates
Tree Planting Plan

We received additional information from Lapatka Associates in response to our review letter from October 28, 2004.
We approve the use of red maple and northern oak in this subdivision. We do not recommend locust trees. By copy of this letter to Lapatka Associates, we ask the applicant to revise the proposed tree varieties.
Extra copies of the maps submitted are attached for your records.

SOIL MOVEMENT PERMIT APPLICATIONS
Memo to Administrative Officer:
“The following soil movement permit applications were reviewed and approved by the Environmental Commission at the meeting held on November 10, 2004:
- H. Milano, 678 Darlington Avenue, Bl. 141, Lot 3, E-BD-216-1727, dated 11/9/04.
- A. Papanian & A. Papanyan, Bergen Place, Bl. 38, Lot 1.02, E-BD-216-1728, dated 8/30/04.”


TENANT APPLICATIONS
Approved by Environmental Commission:
Shidokan of Mahwah, LLC, Asian martial arts, Macarthur Blvd and Ridge Road
Getty Petroleum, 389 Rt. 17 and 147 Franklin Tpke. (change of ownership)


CORRESPONDENCE
Reviewed agendas, Board of Adjustment Minutes, and DEP Bulletin. Letters were received regarding a letter of interpretation for 17 Franklin Turnpike and 319 State Highway 17.
J. DeWan received an email from J. Jaworski, attorney for Center for Food Action, concerning our comments from the October 27 meeting.


GRANT
J. Spiech has been reviewing the DEP grant application. It is due December 15th. Final decisions on this application will be discussed at the next meeting on December 8th. Our eligibility could be through “education materials” and “identification programs”. We need matching funds from 2005 budget for the grant. We would also need the name of the professional who might work on this project for the grant application.


BUDGET
J. Spiech prepared information on digital cameras, following a previous discussion on the possible purchase of a camera by the Commission. He brought up many points about why we need a camera, what features would be beneficial, etc. A copy of his comments is attached to these minutes. In summary, Commission members would like to know if there is a camera in the town’s inventory which we could use for our project instead of buying one.

The following memo was sent to the Business Administrator addressing some of the items mentioned in these minutes.

Re: QUESTIONS FROM ENVIRONMENTAL COMMISSION
“The Recreation Committee has asked the Environmental Commission to work on educational markers along the walking paths at Continental Soldiers Park. These markers would probably identify vegetation and possibly other things.

Environmental Commission had $1,000.00 for this project in the 2004 budget. We have another $1,000.00 requested for the 2005 budget. Is it possible to reserve the funds from 2004, so we will have $2,000.00 to work with in 2005?

There is a possibility of applying for a grant to help in the project. It is a matching grant, so we would need to know about the availability of these funds. The DEP grant mentions identification programs and educational materials which might include educational trail markers.

We also need to obtain some names of professionals who might work on this type of project. Do you have any listings of such professionals in your office?

The Environmental Commission might make use of the digital camera in planning this project. We have discussed buying a camera, but we wonder if there might be a town-owned camera which we might be able to use. We could buy memory cards for the work we need to do. We don’t want to spend funds on equipment which we might already be available to us. Is there a digital camera which the Environmental Commission could use for this project?”


MEMBERS
P. Scian expressed his disappointment that he has been absent from many meetings due to his busy work and personal schedule. Once again, he brought up his interest in serving the Environmental Commission as an alternate member. This would mean a change in the Township ordinance outlining the structure of the Commission. J. Spiech stated that a resident approached him at Mahwah Day asking about becoming a member of the Commission. J. Spiech will call this person to determine if he is really interested, and available two Wednesdays a month for meetings. A formal request will have to be made if we want to change the structure of the Commission (number of members/alternates/etc).


The meeting was adjourned at 8:30 p.m. There is only one meeting in November due to the Thanksgiving holiday. The next meeting of the Environmental Commission will be on Wednesday, December 8, 2004 at 7:30 p.m. at the Municipal Building, 475 Corporate Drive, Mahwah, N.J.
