ENVIRONMENTAL COMMISSION

TOWNSHIP OF MAHWAH

OCTOBER 27, 2004


The meeting of the Environmental Commission was called to order at 7:35 p.m. by John Brotherton, Chairman. The Opening Statement was made. Roll call was taken.

MINUTES
The Minutes of the September 22, 2004 meeting were accepted as submitted.
There was no meeting held on October 13, 2004, due to lack of quorum.

TENANT APPLICATIONS
The following tenant applications were reviewed and approved.
• Sarnafil, Inc., 330 Franklin Turnpike – roof consultants
• Lorenzo Landscapes & Design, Cedar Hill Avenue – nursery/landscaping sales & service
• T. Papatheodorou, 44 Franklin Turnpike, change of ownership/name – Kingsbridge Diner
• DMS Consulting Services, Inc., 65 Ramapo Valley Road – consultants land planning
• 7/11 Convenience Store, 200 Ridge Road, space G & H, retail store
• La Gelateria Ice Cream, 78 Franklin Turnpike, amended plan

SOIL MOVEMENT PERMIT APPLICATIONS
Memo to Administrative Officer:
“Arentzen Realty Partnership/Franklin Turnpike Construction
Dkt. 455S, Campgaw Road
We received the plan titled soil erosion control plan, sheet 2 of 7 for Bl, 145 Lots 1 & 2.
The date of Sept 16, 2004 was stamped as received by Administrative Officer.
If this map is responding to our question about how the trees are distributed on the individual lots, we need more information. We assume this chart showing the replacement trees per lot is the response. We need a landscaping plan for the tree placement on the individual lots so that we will have a record of where each tree will be planted.

East Lake Associates, Dkt. 355S
We received the tree location map for Fox Meadows.
The date of Oct. 8, 204 was stamped as received by Administrative Officer.
We have no way of telling from the tree preservation application which lots are going to get the replacement trees. The map has no lot lines on it. We need a landscaping plan which shows how the twelve replacement trees will be divided up among the lots.”


Memo to Administrative Officer:
“The following permit applications were reviewed at the Environmental Commission meeting held on October 27, 2004.

Dean Van Natta, 3 Jackson Lane, Bl. 135, Lot 51, E-BD-216-1711, dated 10/11/04.
We note fourteen trees are to be removed. There will be four replacement trees – oak and maple. (Note: Norway maple is not an acceptable replacement tree.)

We recommend the Township Engineer comment on a wetlands transition area problem which has come to our attention. The site plan for Center for Food Action, Bl. 135, Lot 54.02 shows wetlands, with a transition area which, in our estimation, extends into the front yard of this lot (51). In fact, it would affect the septic system of this new house. Why is a septic being shown when there are sewers in Ridge Road?

James Walsh, 6 Homespun Court, Bl. 105.03, Lot 6, E-BD-216-304-379, dated 9/7/04 – in ground swimming pool. Approved.

Randy Gotthilf, 22 Mohawk Trail, Bl. 147.02, Lot 55, E-BD-216-1706, dated 10/7/04.
Addition, no trees involved. Approved.

MYTY Construction/Di Chiaro, 12 Stone Meadow Lane, Bl. 80, Lot 3, E-BD-216-1404, amended 10/1/04 for a swimming pool. Approved.

Stryker Orthopaedics, 325 Corporate Drive Bl. 137, Lots 6, 13 and 15, Dkt. 372A-4, dated 9/21/04 – approved.

Mauro Belgiovine, 31 Tudor Rose Terrace, Bl. 23.02, Lot 23, E-BD-216-239-355, amended 10/15/04. The number of replacement trees was increased to twenty-six. Maple, pin oak are acceptable species. Norway maple is not a native tree and is unacceptable. Any soil being imported from outside of the Township should be tested.
Approved.

Albert Ofori/Aster Petros, 5 Heller Court Bl. 21.05, Lot 29, E-BD-216-239-381, dated 10/12/04. We note that eleven trees will be removed and there will be three replacement trees (native deciduous species). All DEP guidelines must be followed concerning wetlands. Approved.

Rich Wong, 11 Cider Court, Bl. 126, Lot 144.04, E-BD-216-304-380, dated 10/19/04.
Installation of pool. We note twelve trees will be removed. The application states there will be four replacement trees. These four trees must be native deciduous trees. Evergreen, white pine and fir are not acceptable replacement trees. Approved.

Angelo & Janet Grotticelli, 17 Jahn Court, Bl. 152, Lot 64, E-BD-216-1717, dated 10/21/04. Stabilization of soil along walk. DEP/wetlands permit issued. Application states there will be four replacement trees, which must be native deciduous trees. As long as the permit is on file and allows this work, it is approved.

Kevin Simon, 34 Tudor Rose Terrace, Bl. 21.07, Lot 31, E-BD-216-239-314. We reviewed Conklin Associates’ letter dated 10/13/04 and attached plot plan. We approved the amended plan with forty-seven replacement trees.”


SITE PLAN APPLICATIONS
North Jersey Partners, LLC, Dkt. 478
J. Spiech did not participate in this decision. He is the owner of an adjacent property.
Approved.

Center for Food Action of NJ, Inc., Dkt. 479
Approved with comments.
“Has DEP approved encroachment into wetland transition areas (for parking)?
We will need a tree replacement plan with the soil movement application.
The landscaping plan (sheet 4 of 5) may have plantings in transition areas.”

Whitney Road, LLC, Dkt. 475
Approved.

GRANT APPLICATIONS
We received two grant applications.
DEP Environmental Services Matching Grant, deadline 12/15/04 – John Spiech will review.
Green Communities Challenge Grant – to be forwarded to Brian Campion. Perhaps the DPW could apply for funds for tree planting.

OTHER ITEMS
D. Wenger mentioned reading about the MHS Environmental Club in a school publication. The club is taking on a project to plant 300 trees in Mahwah. It was decided to contact the group and ask if there is anything the Environmental Commission can do to assist the group with the project.

J. Spiech stated that the Americorps Ambassador program offers a presentation on watershed protection to groups. He suggested to the local ambassador to contact the Mahwah senior center to offer services as a possible program.

Commission members discussed laminating a copy of the town zoning map as a reference tool during meetings. J. DeWan inquired at Staples. The cost would be $12.00.
Other tools for identifying properties in town suggested are: a copy of the assessor’s book which has smaller maps and a copy of the street directory used by emergency services.


The meeting was adjourned at 9:35 p.m. The next meeting of the Environmental Commission will be held on Wednesday, November 10, 2004 at 7:30 p.m. at the Municipal Building, 475 Corporate Drive, Mahwah, N.J. John Brotherton will not be able to attend the meeting on November 10th.
