ENVIRONMENTAL COMMISSION

TOWNSHIP OF MAHWAH

AUGUST 11, 2004



The meeting of the Environmental Commission was called to order at 7:40 p.m. by John Brotherton, Chairman. The Opening Statement was made. Roll call was taken.

Also present were Brian Campion, Business Administrator and Sydney Levine, Mahwah resident.

Brian Campion explained the Municipal Stormwater Regulation Program (Tier A Municipal Stormwater Permit). Mahwah has to comply with the standards listed as statewide basic requirements. Mahwah’s effective date of permit authorization (start date) is 3/1/2004. Sydney Levine is a high school student who has volunteered to work on the stormwater regulation programs.

The Township Engineer and Department of Public Works will be actively working on the stormwater pollution prevention plan (SPPP). Mahwah will adopt ordinances on litter, pet waste and wildlife feeding. Copies of “standard” proposed ordinances will be given to Environmental Commission for review.

Mapping must be done on the storm drains and out falls. Map work could be done by DPW and gps units may be used. Susan Golz will be consulted about adding this information to the GIS mapping. A labeling plan for storm drains must be planned out. Examples of durable plastic disks which are made to be glued to the storm drain were passed around.

Brian Campion asked for the Environmental Commission’s assistance in the local public education program. The regulations state that an educational brochure (provided by DEP) will be distributed to residents and businesses. This will be done within the fall Township newsletter. Also it is required to conduct a yearly educational “event” on the subject of stormwater pollution prevention. It was decided that this will take place at “Mahwah Day” which is a public event open to all residents and visitors. The date of Mahwah Day this year is Saturday, September 18th.

Publications are available from the state which can be downloaded off the internet and copied for distribution. The members of the Environmental Commission present were positive about assisting at the Township’s booth on Mahwah Day.

The Township has a budget for expenses related to stormwater pollution prevention.

SOIL MOVEMENT PERMIT APPLICATIONS
Memo to Administrative Officer:
“The following applications were reviewed by the Environmental Commission on August 11, 2004. Comments are listed below.
Greenway Development, 188 Island Road Bl. 63, Lot 26, E-BD-216-1634, dated 5/18/04. We note there will be twenty-eight trees removed and seven replacement trees.
Approved.
Greenway Development, 190 Island Road Bl. 63, Lot 27, E-BD-216-1635, dated 5/18/04. We note there will be fourteen trees removed and four replacement trees. Approved.

Hasco LLC, Dkt. 469S – Preliminary Soil Application - Has this site plan been approved by the Planning Board?

Vista Bahn Estates, LLC, Dkt. 461S Bl. 23, Lots 53, 54 & 55, Ramapo Valley Road, amended 7/27/04 – approved.”

The Commission also received a copy of the soil permit application for Vista Distribution Center (representing UPS), Dkt. 476S. No comments were made at this time.

TENANT APPLICATION
A tenant application was approved for Bagel Express of Mahwah, 75 Franklin Turnpike.

SITE PLAN REVIEW
United Parcel Services, Dkt 476 (generator building)
Thirty-six trees will be removed. There will be twenty-five replacement trees.
Approved. Comments: obtain DEP approval where needed.

Stryker Howmedica Osteonics, Dkt. 372 A-4
Expansion of manufacturing building.
Approved.

REORGANIZATION – ELECTION OF OFFICERS
It was decided to hold the election of officers for 2004-2005 at tonight’s meeting since five of seven members were present.
All were in favor of John Brotherton serving as Chairman and Donald Wenger serving as Vice Chairman.

OTHER ITEMS
Township fall newsletter
Members discussed possible topics, other than the stormwater pollution information discussed with Brian Campion. Topics mentioned included the correct way to mulch around trees and site problems when driving on some Township roads caused by plantings which are too closed to roadway. If we are submitting an article, it should be given to Peg Kennedy by next week.

White Environmental Services Nothing new received from White on proposed wetland mitigation for Ramapo College.

Tree information Carol Phiefer brought information from a seminar on air spade/save a tree, tips on tree and shrub care and a list of preferred trees.

Received information on County open space acquisition projects – will forward to Business Administrator.

John Spiech mentioned work at the Planning Board concerning a five year state plan and
information on a watershed training session.


The meeting was adjourned at 9:30 p.m. The next meeting of the Environmental Commission will be held on Wednesday, August 25, 2004 at 7:30 p.m. at the Municipal Building, 475 Corporate Drive, Mahwah, N.J.
