The meeting of the Environmental Commission was called to order at 7:45 p.m. by John Brotherton, Chairman. The Opening Statement was made. Roll call was taken.

The Minutes of the meeting held on April 27, 2005 were accepted as submitted.
Resolution of Acceptance
An official vote of acceptance of the matching grant was conducted. There were five yes votes: Brotherton, Golz, LaGreca, Phiefer, Wenger. Two members were absent: Scian and Spiech. A copy of the Resolution is attached to these minutes.
SITE PLAN REVIEW

Not approved. Comments to Planning Board:
“We are concerned because we don’t understand what a rural lane is. Who is responsible? Is it a town street?
We really don’t like lots 54.05, 54.04. and 54.03. We think they should be two lots, rather than permitting the unusual driveway arrangements.
We are concerned that this development will add to flooding of the Ramapo River. What is the water retention plan?
Is this development subject to the new Highlands Council Regulation?”

SOIL MOVEMENT PERMIT APPLICATIONS
Memo to Administrative Officer:
“The following applications were reviewed at the Environmental Commission meeting held on May 11, 2005.
William Tode, 692 Wyckoff Avenue Bl. 165, Lot 8.03, E-BD-216-1779A, amended 5/2/05. We can understand why the tree by the driveway must be removed, but we are not in favor of removing the other trees unless there is a severe safety problem.
Robert Godding, 26 Hines Avenue Bl. 48, Lot 1, E-BD-216-1792, application not dated.
We request the developer makes sure that the wetland lines are delineated with steel markers as in other wetlands sites in town. Orange snow fence should be used on the transition line during construction.
Angelo Terranova, 25 Brook Court Bl. 169, Lot 7, E-BD-216-1795, dated 5/5/05. We note that twenty trees will be removed and there will be five replacement trees. Maple and oak are acceptable replacement trees, however, no Norway maples are to be used.
Michael McMahon, 111 Fardale Avenue Bl. 152, Lot 89, BOA Dkt. 1144-05S, dated 3/22/05. We note fourteen trees are to be removed and there will be four replacement trees. They should be native deciduous trees.
Joshua Kim, 4 Olney Road Bl. 70, Lot 66, E-BD-216-1796, dated 5/6/05 – approved. No trees to be removed from the site.”
John Brotherton will attend the NJ Highland Council meeting on Monday, May 16.
Received BCU Authority letter – forward to S. Spiech, DPW.
Members discussed a recent newspaper article concerning a township ordinance about cleaning up after pets and not feeding wild animals. The ordinance is connected with NJ DEP stormwater regulations. J. DeWan will request a copy of the ordinance.
The meeting was adjourned at 8:55 p.m. The next meeting of the Environmental Commission will be held on Wednesday, May 25, 2005 at 7:30 pm. at the Municipal Building, 475 Corporate Drive, Mahwah, N.J.
