April 13, 2005

The meeting was called to order at 7:30 p.m. by John Brotherton, Chairman. The Opening Statement was made. Roll call was taken.

Resident Gary Kayal was also present to discuss proposed plantings at 103 Airmont Avenue.
The following memo was written after review and discussion.
“To: Mara Winokur, Zoning Officer
John Lane, Property Maintenance
Re: Gary Kayal, 103 Airmont Avenue
Request for berm plantings

Mr. Kayal has come to us to describe what he would like to include in a proposed berm which would be one and one-half feet high, and which would extend back from the curb. Plantings would include two Zelcova (as street trees) and shrubs. The County has removed one dead tree in front of his house, and a second large tree is on the County’s list to be removed. Large older shrubs in front of the porch will be removed by Mr. Kayal. See attached photograph and cross section view.

Mr. Kayal would also like to extend the berm on the north side of the driveway to the property line.

From our stand point, it seems like a satisfactory arrangement; however, we are not sure of where the right-of-way is on Airmont Avenue, a county road.”


The Minutes of the meetings held on February 23, 2005 and March 9, 2005 were accepted as submitted.

Membership cards were distributed.

After discussing the Township’s plan to have an Earth Day clean up on May 14th at Lake Henry, it was determined that no one on the Environmental Commission is able to be involved in running the event. Some members may be able to participate for some part of the day. John Brotherton will speak to Brian Campion, so that he his aware that there will be minimal participation from the Environmental Commission.

“We have reviewed this soil permit application. While the tree plan is acceptable (with native deciduous trees), we are not in favor of allowing this piece of property to be developed in this way without access to a street.”

“The following applications were reviewed by the Environmental Commission at the meeting held on April 13, 2005. Comments are listed below.
Airmont Acres, LLC 272 Airmont Avenue, Bl. 116, Lot 13, Dkt 481S, amended 3/22/05 – approved. There will be eight replacement trees (maple and oak).
Lou Gabriele, 10 Patrick Brem Bl. 21.09, Lot 3, E-BD-216-304-391, dated 3/21/05.
Pool construction. We note that there will be two replacement trees. Red Maple is an acceptable variety, Kwanzan Flowering Cherry is not recommended as a replacement tree.
Ramapo Nursery, LLC, 111 Christie Avenue Bl. 70, Lots 10 &11, BOA Dkt. 1137-04S, dated 3/28/05 – approved.
John Fraser, 127 Brakeshoe Place Bl. 40, Lot 43, E-BD-216-1763, dated 3/29/05 – approved.
Rhoda Perrano, Stag Hill Road Bl. 1, Lot 21, E-BD-216-216-1762 (BOA Dkt. 1064-02A), dated 3/28/05. We note there will be five replacement trees (oak and maple – native deciduous species). Approved.
Laurjo Construction, 25 Peterson Place Bl. 139, Lot 31, E-BD-216-1765, dated 3/30/05.
Has the transition area averaging plan been approved by the DEP?
We cannot approve this application if the transition area has not been approved. The house should be redesigned to have less impact on the transition area. No wetland infringement should be permitted. The eight replacement trees must be native deciduous species.
Jay Patel, 22 Tudor Rose Terrace Bl. 21.07, Lot 29, E-BD-216-239-385, dated 3/28/05.
We are not happy that this lot is really being clear cut of existing trees.
We note that there will be nineteen replacement trees (maple and oak). The replacement trees must be native deciduous species.”

Vista Bahn Estates, Dkt. 461S We received and reviewed and informational copy of the subdivision concept sketch and soil movement application. No comment at this time.

Boswell McClave Engineering Municipal Stormwater Management Plan – John Brotherton has a copy he received through the Planning Board.

Cleymore LLC (Hampton Inn ) applying for LOI.

Russo Development was supposed to conduct a walk of property on 4/30/ or 5/1. Now the property on Macarthur Blvd. has already been cleared. We will wait to hear from Russo Development. The town might need to hire a landscape contractor to represent the town in discussing buffer plantings and tree replacement.

Ramapo River Watershed Conference will be held on 4/29/05 at Ramapo College.
Anyone may attend. Reservation is necessary.

The meeting was adjourned at 9:35 p.m. The next meeting of the Environmental Commission will be held on Wednesday, April 27, 2005 at 7:30 p.m. at the Municipal Building, 475 Corporate Drive, Mahwah, N.J.
