TOWNSHIP OF MAHWAH
DECEMBER 10, 2003
The meeting of the Environmental Commission was called to order at 7:45 p.m. by John Brotherton, Chairman. The Opening Statement was made. Roll call was taken.

The Minutes of the previous meeting held on November 12, 2003 were approved as submitted.
SITE PLAN DISCUSSION
Vista Bahn Estates, Dkt. 461
Mr. and Mrs. Richard Greene, owners of Sun Valley Farm (adjacent property), were present to discuss their concerns about this proposed development. Among other things, Mr. Greene was concerned that the last revision was discussed at the Planning Board before the Environmental Commission and Historic Preservation had conducted meetings at which it would be reviewed. The public hearing will be continued at the Planning Board in December.
The following comments were submitted to the Planning Board:
“Not approved. Reasons stated below:
Wetlands crossing on proposed Lot 3 needs to be redesigned so it is not a dam.
We continue to be concerned about the impact of the drainage on properties to the west across Ramapo Valley Road.
The water flowing off the property should be properly channeled (perhaps involving a structure).”
The preliminary soil movement application was also received for Dkt. 461. Review was deferred at this time.
LANDSCAPING PROJECT FOR CONTINENTAL SOLDIERS PARK
Drew Baumgardt and Ward Donigian were present to discuss the subject of tree planting in the park. They explained the existing trees and the new trees which were planted on the perimeter at the time the park was constructed.
Plans were discussed to include additional plantings in the entry area (possibly evergreens) and shade trees around the tot lot. An historic well, saved from the original house on the property, will be incorporated into the landscaping in the entry area.
Also discussed were the bridges to be constructed in the spring which are part of the walking/nature trail. Recreation is still interested in having the Environmental Commission work on the project of signs for the trail, explaining tree species.
The “tree bank” or “tree reserve fund” was discussed as a possible way to fund the tree planting project. A letter will be written to the Business Administrator asking about the procedure to get a purchase order to obtain bids, using funds from the tree bank.
Drew Baumgardt will supply the Commission with a copy of the Continental Soldiers Park site plan. We will ask Carol Phiefer for the tree variety suggestions she had in mind.

Comments to Planning Board:
“Not approved. We feel lots 4, 5, & 6 will be severely impacted by the road noise.
As we suggested earlier, we feel there should not be a stream crossing, but, rather two cul-de-sacs on either side of the stream.”
SOIL MOVEMENT PERMIT APPLICATION
Memo to Administrative Officer: Re: Leonard Builders, 44 Bramshill Drive.
“The Environmental Commission approves the soil movement permit application for Leonard Divak/Leonard Builders, Inc. for 44 Bramshill Drive, Bl. 23.02, Lot 17, E-BD-216-239-365, dated 11/19/03. We note that 36 trees will be removed and nine trees replacement. No white pines or Norway maples should be used as replacement trees.
The applicant is reminded that future street tree plantings by Darlington Associates should be kept under consideration when completing the landscaping plan.”

We received information on continuing education courses being offered on shade trees and urban forestry. We forwarded the information to S. Spiech.
We received an informational report written by Amy Greene, environmental consultant, on Limits to Development of Freshwater Wetlands in New Jersey. Copies will be made and distributed to Environmental Commission members.
On November 19th, we received information from the state on a grant which has an application deadline at the end of December. There is no time to prepare an application.
We received renewal of ANJEC dues for 2004. The invoice for $250.00 was approved for payment.
The meeting was adjourned at 9:20 p.m.
The next meeting of the Environmental Commission will be held on Wednesday, January 14, 2004 at 7:30 p.m. at the Municipal Building, 475 Corporate Drive, Mahwah, N. J.
