TOWNSHIP OF MAHWAH

The meeting of the Environmental Commission was called to order at 7:30 p.m. by John Brotherton, Chairman. The Opening Statement was made. Roll call was taken.

The following Minutes were approved as submitted:
Minutes of Meetings June 11 and June 25, 2003
Minutes of Work Session Meetings July 9 and July 23, 2003
Minutes of Meeting August 13, 2003
Mr. Michael Devine of 28 Riverview Terrace has requested a copy of the August 13, 2003 minutes. He will be advised that a copy will be available for him to pick up in the Township Clerk’s office.
REORGANIZATION – ELECTION OF OFFICERS
Susan Golz nominated John Brotherton for the position of Chairman. Seconded by Paul Scian. All present were in favor. John Brotherton is Chairman of the Environmental Commission through June 2004.
Carol Phiefer nominated Paul Scian for the position of Vice Chairman. Seconded by Susan Golz. All present were in favor. Paul Scian is Vice Chairman of the Environmental Commission through June 2004.
Meeting dates will continue to be the second and fourth Wednesday of each month, with the exception of December when one meeting will be held on the second Wednesday.
CONTINUING DISCUSSION ON PROPOSED WEIGH STATION
Paul Scian reviewed copies of tax maps of the area of the I287/Route 17 interchange.
Susan Golz will obtain aerial photos and topography maps of the same area.
After discussion the following memo was written to the Council President, in an effort to obtain additional information for the review of this project.
“To: Council President Eileen Richter
Re: Proposed Weigh Station
The Environmental Commission would like to review the records on the proposed Mahwah weigh station plans, which should be in the Township files. It is our intention to work on modifications to benefit Mahwah, and the environment as a whole. Could you arrange for us to obtain a copy of the Township files, or to borrow them for review at our next meeting on September 10th? Thank you for your assistance.”
SITE PLAN REVIEW
Woodcliff Lake Development, LLC, Dkt. 455
Plans now show 15 homes, reduced by one lot. Road moved. Items discussed: noise, berm vs. wall along I287, dam will be decommissioned, road crosses stream.
D. D’Angelo’s comments on the EIS were reviewed.
This application is still under review. Comments to Planning Board will be made when review is completed.
Cremar, LLC, Dkt. 392A
Vista Bahn Estates, LLC, Dkt. 461
Revised plans show eight homes on the east section of the site. After discussion the following comments were made to Planning Board:
“Not approved – reasons stated below.
We disagree with allowing variances on lot depth. The applicant should propose a subdivision which meets the township requirements.
Proposed Lot 1 – The large detention basin and historical easement should be a common area and not used to meet the lot requirements.
Proposed Lot 3 – Appears to be severely restricted by wetlands. Lot depth.
Proposed Lot 5 – Lot depth
Proposed Lot 7 – Lot depth
Proposed Lot 8 – Should not place fill on back portion, reducing the amount of level land.
No walls should exceed 6 ft. height.”
Dollar Planet, 115 Franklin Turnpike, change of owner – approved.
SOIL MOVEMENT PERMIT APPLICATIONS
Memo to Administrative Officer:
“The following applications were reviewed by the Environmental Commission:
Sun Ridge Estates, 692 Wyckoff Avenue, Bl. 165, Lot 8.03, E-BD-216-1513, dated 8/19/03 – approved.
Tremblay Builders, 4 Donner Court, Bl. 152, Lot 95.08, BD-216-1520, dated 8/27/03 – approved pending receipt of completed tree preservation application form from applicant. Plan cites removal of 14 trees. We need specifics on the replacement trees.
Leniw, Roman and Donna, 14 Van Mulen St., Bl. 162, Lot 239.20, E-BD-216-304-321, dated 8/6/03 – approved.”
John Brotherton reported that the soil application for 805 Darlington Avenue, L Areh, was denied by the Planning Board.
Computer – Susan Golz asked about getting a computer for the Environmental Commission: a basic PA with internet access, CD drive and a printer for continuing work on GIS project. J. DeWan will inquire to Administration.
County Open Space Symposium – Monday, September 22, 2003 8:30 a-m. - noon at police academy. Registration will be sent in for John Brotherton and Susan Golz to attend.
The need for additional trees at Continental Soldiers Park was brought up.
Memo to Recreation Director:
”Are there plans for any more trees for Continental Soldiers Park? If so, where and when? If we could provide any assistance with tree planting, please let us know.”
The meeting was adjourned at 9:50 p.m. The next meeting of the Environmental Commission will be held on Wednesday, September 10, 2003 at 7:30 p.m. at the Municipal Building, 475 Corporate Drive, Mahwah, N.J.
