ENVIRONMENTAL COMMISSION

TOWNSHIP OF MAHWAH

October 9, 2002


The meeting was called to order at 7:40 p.m. by Carol Phiefer. The opening statement was made. Roll call was taken.

CORRESPONDENCE
Reviewed a letter from John Spiech requesting a recommendation of types of trees, native to Mahwah, which could be planted in the mountain areas. These trees should not appeal to gypsy moths. C. Phiefer will research this information and reply to John Spiech.

Received a copy of a letter written to the Planning Board from Mr. and Mrs. Morgan, property owners adjacent to the proposed First Union Bank to be built on Franklin Turnpike. They are concerned about maintaining the existing tree buffer and what was actually incorporated into the final set of plans.


SOIL MOVEMENT PERMIT APPLICATIONS

“The following applications were reviewed at the Environmental Commission meeting on October 9, 2002. Comments are listed below.

C & S Acquisitions, LLC 35 Church Street, Bl. 54, Lot 3, E-BD-216-1366, amended 9/13/02 – approved.

C & S Acquisitions, LLC 37 Church Street, Bl. 54, Lot 4, E-BD-216-1367, amended 9/13/02 – approved.

C & S Acquisitions, LLC 39 Church Street, Bl. 54, Lot 5, E-BD-216-1368, amended
9/13/02 – approved.

Sharma/AIMS Real Estate 62 E. Crescent Avenue, Bl. 120, Lot 33, E-BD-216-1351, amended 9/13/02 – approved.

Scott Baxter 129 Deerhaven Road, Bl. 1 and 24, Lots 152 and 1, Dkt. 443S, amended 9/20/02 – approved.

Jean-Paul & Renee Sluszniak 1 Maple Road, Bl. 4, Lots 15 & 16, E-BD-216-1376, dated 8/21/02. This application is approved. We suggest that the replacement trees be a mix of different maple varieties. We do not recommend Norway maples, as they are not a native tree.

Empire Development, LLC 15 Patrick Brem Court, Bl. 21.05, Lot 33, E-BD-216-239-340. We reviewed the tree preservation application. This soil movement permit application is approved.

L & J Lubrano 90 Vanderbeck Lane, Bl. 161, Lot 8, E-BD-216-1371, dated 8/15/02 – approved.

Leonard Builders 29 Bramshill Drive, Bl. 23.03 Lot 25, E-BD-216-239-343, dated 9/12/02 – approved.

R & R Yajnik 2 Patrick Brem Court, Bl. 21.09, Lot 1, E-BD-216-239-344, dated 9/18/02. Please have applicant submit a completed tree preservation form. We note in the tree information on the plans that there will be nineteen replacement trees. We need all the information on the tree count and replacement tree species to be used.”

TENANT APPLICATIONS
These tenant applications were approved: Fleet Feet, 117 Franklin Turnpike, Rutan Polyethylene Supply, 39 Siding Pl., and Jason and Joseph Gangi, 7 Miller Road (tanning salon).

SITE PLAN REVIEW
Ten Acres, LLC, Dkt. 448
Reviewed the site plan. Comments to Planning Board:
“Not approved.
We need information on the number of trees on the site. How many will be removed?
What is the tree replacement plan?”

Hawk Nest, LLC, Dkt. 443
Reviewed revised application and letter from attorney to Boswell Engineering dated 10/2/02. Comments to Planning Board:
“Not approved.
We still have a concern about the (10 ft.) retaining walls.”

The Danza Group, Dkt. 376F
Approved.

The Danza Group, Dkt. 395F
Approved.

Gabrellian Associates, Dkt. 435
Received and reviewed correspondence from S. Koenig, Lapatka Associates concerning the landscaping plan. C. Phiefer and K. LaGreca were involved in the site inspection and agreed with the points outlined in the letter of 10/1/02. Landscaping plans have been revised to modify the placement of buffer plantings and a fence has been added on the south and west property lines. The applicant will be in contact with the Commission about the final placement of buffer plantings, after clearing and rough grading is done.


The meeting was adjourned at 9:00 p.m.

The next meeting of the Environmental Commission is scheduled for Wednesday, October 23, 2002 at 7:30 p.m. at the Municipal Building, 300B Route 17 South, Mahwah, N.J.
