MAHWAH HISTORIC PRESERVATION COMMISSION
March 14, 2002 MINUTES

The meeting was called to order at 7:40.m.

SUNSHINE STATEMENT: The secretary read the Sunshine Statement.

*Salute to the Flag:

*PUBLIC SESSION: None at this time. Mrs. Drago made a motion to close the Public Session and Mrs. Shanley seconded the motion. The motion was approved with a vote of 10 yes and 0 no. Public Session was closed at 7:45 p.m.
*MINUTES: February 14, 2002 minutes: Mrs. Drago requested that the minutes reflect the date the Township appointed the MHPC as overseer for the maintenance of the Moffatt Road Cemetery. Under *APPLICATIONS: Prestige Management, Inc., Docket 433, Ms. Kennedy corrected $433 to #433. Under Chair’s Report, Mr. Gioni corrected the spelling of his name from Giono to Gioni. Mrs. Drago made a motion to accept the February 14, 2002 minutes as corrected and Ms. Kennedy seconded the motion. The motion was approved with a vote of 10 yes 0 no.
CHAIR'S REPORT:
* Certified Local Government Grant: Mrs. Drago reported that the MHPC was approved for a $39,000 grant through the Certified Local Government Grant funded 100% by the State.
Let the minutes reflect that Mrs. Greene formally thanked Mrs. Drago and Mr. Cerullo for all their work on obtaining Certified Local Government status for the MHPC. The entire Commission thanked Mrs. Drago and Mr. Cerullo.
* Drew University Historic Preservation Workshop: Mrs. Drago reported that on April 6th Drew University is giving a workshop on Historic Preservation. The fee is $75.00 Mrs. Drago reported that she would need to know who is attending by March 18, 2002.
* Mrs. Drago reported that Mr. Peter Holland, who appeared before the Commission last fall for a demolition permit, has decided not to demolish his home on Alcott Road, but instead is doing an addition sympathetic to the present cottage style. Mr. Holland will donate his original plans to the MHPC after the project is completed. Mr. Holland also gave the MHPC copies of the old tax bills of his home. Mrs. Drago had copies made of the plans and bills.
* MHPC Historic Homes Book: Mrs. Drago reported that she has submitted the paper work for a $6,500.00 Grant for the printing of the MHPC Historic Homes Book. This book will illustrate and detail the homes listed on the MHPC Ordinance, and list other historic properties in Mahwah.
*Mahwah Historic Homes Survey: Mrs. Drago reported that she is getting quotes for copying costs of the Bergen County Survey so that each member can have a copy.
* Fire Company #1: Mrs. Drago reported that Fire Company #1 is asking for an addition to the existing fire house. The building is listed on the Bergen County Survey. She spoke with the Fire Chief about possible grant money for the addition. Mrs. Greene offered to send the Township Council a letter, on behalf of the MHCP, informing them of the historic status of Fire Company #1. Mr. Thornton reported that all public buildings must be brought up to public code, which overrides MHPC requirements. Mr. Bristow also reported that Franklin Turnpike is slated to be widened and will include the cutting down of the Tree of Heaven (Ailanthus Altissima)located at the Fleet Bank on Franklin Turnpike, which is the largest in Bergen County and one of the largest in the country.
Let the minutes reflect that Carol Greene made a motion to write a letter to the Township Council and copy Fire Company #1 regarding the historic value of the Fire Company #1 fire house and how the MHPC can help with grant money to achieve an addition sympathetic to the historic value of the building. Mr. Vasiliadis seconded the motion. The motion was approved with a vote of 10 yes and 0 no.
Let the minutes reflect that Mr. Cerullo made a motion that Mr. Bristow send the Township Council a letter regarding the historic value of the Tree of Heaven in regards to the widening of Franklin Turnpike. Carol Greene seconded the motion. The motion was approved with a vote of 10 yes and 0 no.
Mr. Cerullo suggested that the MHPC apply for State and National Register listing for the Fire Company #1 fire house, the Train Station Museum, and the Cleveland Bridge. Mrs. Drago will E-mail Barbara Shanley and John Bristow the preliminary application.

*APPLICATIONS:
The Danza Group, Docket #395: Let the minutes reflect that Mr. Cerullo made a motion to deny The Danza Group, Docket #395 application because the MHPC has not received a reply from the applicant from our inquiry regarding the drainage concerns, particularly the increase in the flow of the river impacting the historic structures downstream, specifically, the 1888 Cleveland Bridge, and also the Halifax Road Bridge, the bridge at the Hopper Van Horn house and the bridge at the Sun Valley Farm. Colleen Kennedy seconded the motion. The motion was approved with a vote of 10 yes and 0 no.
*Home Depot, Docket #434, Block 664, 66 Lots 16, 17, 18, 1, 2, 3, 20, & 21. Let the minutes reflect that after a thorough discussion Carol Greene made a motion approving Home Depot Docket #434 because it has no historic significance. Mrs. Shanley seconded the motion. The motion was approved with a vote of 10 yes and 0 no.
*Gabrellian Asso., Docket #435, Block 139, Lot 4, Macarthur Blvd. Let the minutes reflect that after a thorough discussion Mr. Bristow made a motion to approve Gabrallian Asso., Docket #435 because it has no historic significance. Mr. Thronton seconded the motion. The motion was approved with a vote of 10 yes and 0 no.
*DEMOLITION APPLICATIONS:
*122 E. Crescent Avenue, Block 120, Lot 54. Let the minutes reflect that after a thorough discussion Mr. Bristow made a motion to approved the demolition application for 122 E. Crescent Avenue because it has no historic significance. Mr. Vasiliadis seconded the motion. The motion was approved with a vote of 10 yes and 0 no.
OLD BUSINESS
*Isaac Bogert House Restoration: Mr. Thornton asked if Mrs. Shanley was able to contact Corinthian Builders and the Planning Board regarding the drop dead date of the Isaac Bogert House Restoration Agreement. Mrs. Shanley will give a full report at the April 11, 2002 MHPC meeting.
*Mahwah Museum: Mr. Bristow reported that on March 18, 2002 the Mahwah Museum will give a presentation on Victorian Garments. This is their first fundraiser event and they hope to have a full house attending.
*2001 Ornament: Mrs. Shanley reported that she had collected money from Fran’s Hallmark and Mahwah Sunoco from the sales of the ornaments which totaled $480.00. Mrs. Drago informed Mrs. Shanley that Fran’s Hallmark still owes the MHPC $1500. for last years ornament sales. Mrs. Shanley will contact Fran’s and report back to the Commission at the April 11, 2002 MHCP meeting.
*Moffatt Road Cemetery: Mr. Bristow reported that the dead trees at the Moffatt Road Cemetery have been cut down and removed. Mrs. Greene will apply to the County for a grant for the construction of a retaining wall at the Moffatt Road Cemetery.
Let the minutes reflect that due to the late hour Mrs. Drago made a motion to table the remainder of the Old Business items until the April 11, 2002 MHPC meeting. Mrs. Shanley seconded the motion. The motion was approved with a vote of 10 yes and 0 no.
*GENERAL DISCUSSION: None at this time.
Budget: No bills were presented.
Mr. Thornton made a motion for adjournment at 10:00 p.m. and Ms. Kennedy seconded the motion. Let the minutes reflect that motion was approved with a vote of 10 yes and 0 no.
