TOWNSHIP OF MAHWAH
SPECIAL BUDGET WORK SESSION MEETING MINUTES
FRIDAY, MARCH 1, 2002

The meeting was called to order at 7:30PM by Council President Spiech who read the Open Public Meetings Act Statement as prescribed by law. Notice was advertised in The Record on February 26, 2002 stating this meeting would be held in the Municipal Offices at 300B Route 17 South, Mahwah, New Jersey on Friday, March 1, 2002 at 7:30PM.

Notice of this meeting is posted on the Municipal Bulletin Board. The minutes of this meeting shall be available from the Municipal Clerk’s Office.

Salute to the Flag.

Present: Councilmembers Calandrillo, DaPuzzo, DiGiulio, Donigian, Omsberg at 7:40PM, Richter and Spiech.

Also present were Mayor Richard J. Martel, Business Administrator Brian Campion at 9:00PM, Chief Financial Officer Ken Sesholtz and Municipal Clerk Kathrine Coletta.

Council President Spiech informed Council the Municipal Budget is overdue with the State. In the past, the Township has had no or a low tax increase. Councilmembers were asked for recommendations on where to reduce the Budget. The recommendations received were reviewed by the Mayor, Business Administrator and Chief Financial Officer. The proposed reductions would result in a zero tax increase.

Council went item by item on the handout entitled Administration Budget Changes and Recommendations dated February 28, 2002.

1. From Operations:
Council:
Straw poll vote to reduce Account #A01-205: Training and Seminars by $3,500.: Calandrillo, no; DaPuzzo, yes; DiGiulio, yes; Donigian, no; Omsberg, absent; Richter, no; Spiech, no. Straw poll vote fails.

Omsberg was present at 7:40PM.

Mayor:
Straw poll vote to reduce Account #B01-205: Training and Seminars by $200.00 and Account #B01-204: Professional Services by $2,500.: Calandrillo, yes; DaPuzzo, yes; DiGiulio, yes; Donigian, yes; Omsberg, abstain; Richter, yes; Spiech, yes.

Council discussed the request for the police vehicles. It was determined the vehicles would be purchased this year. This item will be revisited next year.

Straw poll vote on Account #1-A01-243 Volunteer Recognition Picnic to be reduced to $10,000.: Calandrillo, yes; DaPuzzo, yes; DiGiulio, yes; Donigian, yes; Omsberg, yes; Richter, yes; Spiech, yes.

Straw poll vote to allocate $6,500. towards the Firefighter’s Dinner: Calandrillo, recused; DaPuzzo, yes; DiGiulio, yes; Donigian, yes; Omsberg, yes; Richter, recused; Spiech, recused.

On a motion by Omsberg, seconded by Spiech, the meeting was adjourned at 10:15PM. All in favor. Motion carried.
