April 12, 2006

The meeting of the Environmental Commission was called to order at 7:30 p.m. by John Brotherton, Chairman. The Opening Statement was made. Roll call was taken.

John Brotherton reported that he ordered two packets of “free” trees offered by NJ DEP. Each packet should be around 100 seedlings. He paid $10.00 for shipping. He also ordered literature from NJ Shade Tree Federation about use of volcano-shaped mulch around trees.

Maja Britton had the last version of sign #1 printed to poster size and laminated at Staples for the sale price of approximately $65.00. She would like this to be placed in the sign structure to see how it holds up to the elements and the sun.

Revisions to the other signs (#2 and #3) and the newest sign (#4) were reviewed. We have received permission from G. Aronson to use the NYC photo taken from the Ramapo Mountains; still waiting to hear from Appalachian Mountain Club on the use of the Highlands map.

The following Tenant Applications were reviewed and approved:

Approved/with comments: “Need to save as much of the stone wall on N. Hillside as possible”.

Amended Site Plan – approved.
Soil permit application – approved with two replacement trees.

“Thank you for your letter of April 4, 2006. We understand the status of the monitoring wells, however, we still have a problem with your suggestions for landscaping in the triangle in the southwest corner.

In our opinion, the species you mentioned are not appropriate. We suggest Cedum Autumn Joy or Dwarf Miscanthus, or other appropriate ornamental grass. Of course, nothing will do well there unless it is properly irrigated.”

Memo to Administrative Officer:
“The following soil permit applications were reviewed by the Environmental Commission at the meeting held on April 12, 2006.
Joshua Kim 4 Olney Road Bl. 70, Lot 66, E-BD-216-1796, amended 3/28/06. The revised tree preservation application was reviewed. We approve removal of ten trees and a total of three replacement trees which are to be native, deciduous species (such as oak, maple, etc.)

Ron and Kathy Knight 4 Brook Court Bl. 169, Lot 10, E-BD-216-1911, dated 2/16/06. We note the applicant will be removing three trees. There will be one replacement tree. Maple is fine, but not Norway Maple.

LaSala Development, Inc. Ridge Road Bl. 139, Lot 46.01, E-BD-216-1668, amended 4/3/06. We note that three trees will be removed. There will be one replacement tree. It must be a native, deciduous tree.

Truglia, Anthony 15 Patrick Brem Court Bl. 21.05, Lot 33, E-BD-216-304-431 amended 4/4/06.
We note there will be seven trees removed. There will be two replacement trees; red maple and oak.

Vista Bahn Estates, LLC 15 Farmstead Road permit to construct an access driveway - Bl. 23, Lot 55.03, E-BD-216-1744-2, dated 4/4/06 – approved.

McCauley Development 71 Bayberry Drive Applicant confirmed that four trees will be removed and there will be one replacement tree.

Franklin Turnpike Con. Co./Heitman Hines Avenue Bl. 42, Lots 8 and 9, E-BD-216-1935 (Dkt. 496),
dated 4/5/06. Three trees will be removed. There will be one (maple) replacement tree. Approved.

Franklin Turnpike Con. Co./Heitman Hines Avenue Bl. 42, Lots 10 and 11, E-BD-216-1936 (Dkt. 496),
dated 4/5/06. One tree will be removed. There will be one (maple) replacement tree. Approved.

Tom Deloy 111 Midvale Mountain Road Bl. 1, Lot 159.01, E-BD-216-1937 (Dkt. 390), dated 4/6/06.
The number of trees to be removed is 94. There will be 24 replacement trees. These must be native, deciduous species. Approved.

Arciero 10 Washington Lane Bl. 18, Lot 17, E-BD-216-1939, dated 4/7/06. We note that seven trees will be removed. There will be two replacement trees which must be native, deciduous species.”

The meeting was adjourned at 9 p.m. The next meeting of the Environmental Commission will be held on Wednesday, April 26, 2006 at 7:30 p.m. at the Municipal Building, 475 Corporate Drive, Mahwah, N.J.
