The meeting of the Environmental Commission was called to order at 7:40 p.m. by John Brotherton, Chairman. The Opening Statement was made. Roll call was taken.

The Minutes of the meeting held on February 22, 2006 were approved as submitted.
SIGNS FOR LAKE HENRY TRAIL
Grant work in progress
J. Spiech showed photos of the sign structure which was installed. He submitted measurements he took around the lake on the trail, and on the trail in from the parking area. It was decided to use the measurement of one mile on the sign, for the walk around the lake. (It is just less than one mile.) J. Brotherton suggested the addition of paver stones or woodchips around the base of the sign to finish it off.
The invoice from Elkwood Construction, Inc. for $870.00 for the sign structure was approved for payment.
We received a letter from N.J. DEP amending the amounts of the budget line items as suggested in our report dated January 26, 2006. One thousand dollars was moved from (B) consultant and subcontractors to (C) other – creating placards. We suggested this amendment/modification after determining the funds will be needed for having the signs produced.
The deadline for the work on the grant to be completed is June 29th. Four months to go!
S. Golz has a catalog with other sign frames, where the sign would be mounted on posts. She will get prices.
J. Brotherton will meet with Maja Britton about the changes on the graphics for sign #1.
He will deliver Susan’s samples for signs #2 (back of sign #1) and #3 (in front of Lake Henry).
J. Spiech brought in maps from his collection which might be useful in the sign production: Watershed area map, NJ Highlands – Critical Treasures, and Federal version of Highlands. He will borrow some other maps from the Board of Health (one is an aerial map). These maps with be shown to Maja Britton in the event she can use any of the information.
SITE PLAN REVIEW

Plans were reviewed for the addition of a hand car wash and a canopy. The following comments were made to Board of Adjustment.
Reasons stated below:
• We request an EIS due to installation of the car wash. We know there are test wells in the vicinity. What is their status?
• We object to the use of town property. They are currently using South Houvenkopf Rd.
We object to the concrete barrier on South Houvenkopf Rd. and encroachment on town property.
• The owner should install fencing along the western and southern property lines to contain trash and debris.”

Approved. Comments: Must honor flood hazard lines.

“The Environmental Commission reviewed the following applications at the meeting held on March 8, 2006.
McCauley Development, 71 Bayberry Drive Bl. 120, Lot 88, E-BD-216-1918, dated 3/6/06. Plan approved, with one replacement tree (native deciduous variety).
Craig and Pam Goldman, 1058 Ramapo Valley Road Bl. 25, Lot 28, E-BD-216-1917, dated 3/6/06. The plan shows twenty-two trees to be removed. This seems to be an excessive amount, especially in the area of the well, which is to remain.”

“We were discussing potential projects around town and we recall you had mentioned the stormwater drain marking project that the State is requiring. Has anything happened with this? Should we get some volunteers to participate?”

J. Brotherton reported a student a MHS is looking for some kind of environmental project to do. He has her name and number.
NJ Shade Tree Federation invoice
We are in receipt of the dues invoice for 2006 membership dues in the amount of $85.00. This invoice was approved for payment.
The meeting was adjourned at 9:05 p.m. The next Environmental Commission meeting will be held on Wednesday, March 22, 2006 at 7:30 p.m. at the Municipal Building, 475 Corporate Drive, Mahwah, N.J.
