TOWNSHIP OF MAHWAH
BUDGET WORK SESSION MEETING MINUTES
WEDNESDAY, FEBRUARY 8, 2006

The meeting was called to order at 7:30PM by Council President Kelly who read the Open Public Meetings Act Statement as prescribed by law. Notice was advertised in The Record on January 6, 2006 and January 25, 2006 stating this meeting would be held in the Municipal Offices, 475 Corporate Drive, Mahwah, New Jersey on Wednesday, February 8, 2006 at 7:30PM.

Notice of this meeting is posted on the Municipal Bulletin Board. The minutes of this meeting shall be available in the Municipal Clerk’s Office.

Salute to the Flag

Present: Councilmembers Alderisio, Calandrillo, DiGiulio, Kelly, Paton and Richter.
Absent: Councilmember Roth.

Also present were Mayor Richard J. Martel, Business Administrator Brian Campion and Municipal Clerk Kathrine Coletta.


PUBLIC PORTION
On a motion by Richter, seconded by Calandrillo, the meeting was opened to the public at 7:33PM. All in favor. Motion carried.

Being no comments were made from the public, on a motion by Paton, seconded by Richter, the meeting was closed to the public at 7:34PM. All in favor. Motion carried.

MUNICIPAL POOL
Mrs. Marion Crescitelli, Pool Manager, was present. Kelly thanked Mrs. Crescitelli for her extensive report. Kelly explained to Mrs. Crescitelli that although the Council will be reviewing her budget this evening, it is possible that the Council may call her back to go over any reductions, etc. which may be considered.

Mrs. Crescitelli explained the Day Rate for Children is presently $9.00. She suggested that for the month of August, the rate for Walk In Children be lower to $6.00.

Mrs. Crescitelli explained how she found it difficult to keep the pool in excellent condition last year as the pool was only closed 1½ days for rain. Mrs. Crescitelli asked for help from the Department of Public Works to do pressure washing, cleaning of screens, etc. to keep up on the maintenance of the pool.

Paton questioned the use of mulch. Mrs. Crescitelli answered wood mulch cannot be used at the pool and play mulch is needed.

Paton asked if the sprinkler system is something the Township Department of Public Works repairs. The Business Administrator explained the pool has the original sprinkler system. The Business Administrator feels it would be more cost effective to replace the system.

Calandrillo pointed out that membership have dropped by 700 or 800 over the past 5 years. She asked Mrs. Crescitelli if she has any idea why. Mrs. Crescitelli answered that some out of town members were lost as the Pool Managers Association requires to be on a team you have full membership.

Calandrillo suggested grainy, griddy paint be used or the grainy strips instead of a mat in the wet areas where someone could slip and fall.

Richter pointed out in Account #212 the peak was never reached. She questioned the reason $14,000. is repeatedly requested. Mrs. Crescitelli answered she never knows what the prices will be. Money is kept in the account if it is needed. She pointed out it is difficult to get vendors to lock their prices for the season.

Richter questioned if the pool is having trouble with bees. Mrs. Crescitelli answered yes. The Business Administrator answered a service will come and spray before the season starts.

Alderisio commended Mrs. Crescitelli for doing a fine job.

Alderisio commended that in Salaries 11% was not used and the OE Budget 30% was not used. He pointed out there is a history of the entire budgeted amount no being expended.

Alderisio suggested with the pool not closed any days for maintenance Mrs. Crescitelli chose one day a week to shut the pool down for maintenance. Mrs. Crescitelli explained this is not possible as instructional programs are held at 6:45AM and then the pool is used by residents.

Alderisio suggested hiring an individual several hours a week to do maintenance work. The Business Administrator explained that the Department of Public Works has a Line Item budgeted for this purpose.

Kelly suggested perhaps the pool set aside one day a week for maintenance of the pool. Mrs. Crescitelli explained the maintenance she is speaking of is power washing, mowing, etc. The Business Administrator explained that much of this work is done pre-season.

The problem is from Memorial Day on. The Business Administrator suggested this Line Item be increased.

Paton questioned the vendoring out of the concession stand. Mrs. Crescitelli answered that the Snack Stand is running well at the pool. This item pays for the senior picnic, coaches picnic, the outlay of food, etc.

Paton questioned if the Township has other tents for other purposes. The Mayor answered yes.

On a motion by Calandrillo, seconded by Paton, Account # 104: Seasonal shall be reduced to $86,000; Account 201: Materials and Supplies shall be reduced to $13,000. and Account #212: Food/Pharmacy shall be reduced to $11,000. Roll call vote: Alderisio, yes; Calandrillo, yes; DiGiulio, no; Paton, yes; Richter, yes; Roth, absent; Kelly, yes.

TOWNSHIP COUNCIL
Richter questioned if Council intends to do the Volunteer Picnic this year.

Richter and Paton volunteered to assist with the picnic.

On a motion by Calandrillo, seconded by Richter, Account #205: Training and Seminars shall be reduced to $2,480.00 and Account #243: Volunteer Recognition Picnic shall have $5,000.00 allocated to this Account. Roll call vote: Alderisio, yes; Calandrillo, yes; DiGiulio, yes; Paton, yes; Richter, yes; Roth, absent; Kelly, yes.

Calandrillo made a motion, seconded by Paton, for a straw poll vote on the remainder of the Township Council Budget as presented: Alderisio, yes; Calandrillo, yes; DiGiulio, yes; Paton, yes; Richter, yes; Roth, absent; Kelly, yes.

MUNICIPAL CLERK
Council discussed the need to recodify both Volume 1 and Volume 2 of the Township Code Books. Information was received from the Planning Board that Chapter 24 of Volume 2 will need to be recodified. The price quotes from the Codification Company was approximately $13,000. Council concurred to inquire with legal counsel whether or not it is necessary to recodify both of the Code Books. Council concurred to come back to Account #204: Professional Services.

ELECTIONS
Richter made a motion, seconded by Calandrillo, for a straw poll vote on the Elections Budget as presented: Alderisio, yes; Calandrillo, yes; DiGiulio, yes; Paton, yes; Richter, yes; Roth, absent; Kelly, yes.

ANIMAL CONTROL
Calandrillo made a motion, seconded by Paton, for a straw poll vote on the Animal Control Budget as presented: Alderisio, yes; Calandrillo, yes; DiGiulio, yes; Paton, yes; Richter, recused; Roth, absent; Kelly, yes.

MAYOR
On the Organizational Chart, under the Division of Finance, Business Administrator Brian Campion was removed and Kenneth Sesholtz, Chief Financial Officer was inserted.

Calandrillo questioned on Account #206: Dues and Subscriptions why the amount has increased. The Mayor answered the memberships to the League of Municipalities for the Council, Department Heads, etc. comes from this Account.

DiGiulio made a motion, seconded by Alderisio, for a straw poll vote on the Mayor’s Budget as presented: Alderisio, yes; Calandrillo, yes; DiGiulio, yes; Paton, yes; Richter, yes; Roth, absent; Kelly, yes.

On a motion by Alderisio, seconded by Calandrillo, the meeting was adjourned at 9:46PM. All in favor. Motion carried.
