The meeting of the Environmental Commission was called to order at 7:30 p.m. by John Brotherton, Chairman. The Opening Statement was made. Roll call was taken.

Maja Britton was also present to discuss the graphics for signage at Continental Soldiers Park.
LAKE HENRY ENVIRONMENTAL TRAIL
Susan Golz presented an overview of ideas she assembled for the sign project for the trail around Lake Henry at Continental Soldiers Park.
The purpose/theme of the signs is education, recreation and preservation.
Signs discussed are listed below:
• Orientation sign – map and information on the trail.
• Aquifer sign – where does Mahwah’s water come from?
• Lake Henry at night – animals living around Lake Henry (screech owl, bat, raccoon, field mouse, skunk, Eastern coyote)
• Plant identification signs
• Poison Ivy sign
• History of Lake Henry
Susan handed out sketches of her ideas of how these signs might look.
Plant identification signs would not have to be custom made signs. Groups of twelve are sold for $153.00. They can be fixed to the tree trunks or in the ground. Metal Photo of Cincinnati does the signs in black and white.
There are various types of design materials: post mount frame, trailhead, acrylic, enamel, fiberglass, etc.
Maja Britton said the determining factor of how many signs we will be able to buy is the cost of the sign frames. We need to decide the size first to determine what our budget will allow.
The purchase of a publication for this project was approved. Signs, Trails & Wayside Exhibits from National Association for Interpretation: Cost $20.00 plus shipping. J. DeWan submit a purchase order.
The Minutes of the July 27, 2005 meeting were accepted as submitted.
Mahwah Day is Saturday, September 24th. The rain date is Sunday, September 25th.
The Environmental Commission will have a booth again this year.
J. DeWan will submit a work order to DPW for 2 six foot tables and four chairs for our booth. Last year we used John Spiech’s canopy tent for shade. Could we use it again?
Susan Golz volunteered to bring her “enviro-scape” which was used last year for a watershed demonstration.
J. DeWan will ask Brian Campion if there is any area of public education which needs to be done to fulfill DEP requirements.
John Brotherton mentioned having information on non-native plants which should not be used in Mahwah; organic lawns; and copies of the new ordinance about feeding geese, cleaning up after pets, etc.
Mahwah Day will be discussed again at the next meeting.
The following tenant applications were approved:
• Alliance Hand & Physical Therapy, 330 Franklin Turnpike – physical therapy office
• JP’s Pizzeria (John Stewart), 130 Route 17 S – pizza and subs restaurant
SITE PLAN REVIEW
Raia Properties of Mahwah II, LLC, Dkt 112B-A
Amended site plan, expansion of parking – approved.
New Cingular Wireless, BOA Dkt. 1162-05
John Brotherton did not participate in the review and discussion of this site plan.
Comment to Board of Adjustment: “We think the required 300’ separation is important. Too close to residences as shown on this plan.”

Tree clearing plan
The new tree clearing plan was reviewed and it was not clear. We also received an amended soil movement permit application.
The following memo was written to Administrative Officer:
“We have received a new tree clearing plan that was made up in response to M. Kelly’s comments to the applicant. We have also received the latest revision of the soil movement permit application, amended 8/5/05. (We note a substantial increase in soil movement amounts. We don’t know why there are such big increases.)
As for the new tree clearing map, we are not quite sure which trees are being removed because we think the yellow color was not applied properly. Some trees should be colored grey, some should be colored yellow, yet numerous trees have both colors within the circle. We are returning our copy for the producer to see that the colors are not well marked. We should have a new tree preservation form with reference to those trees on the plan. It was not with the amended soil application.
Earlier this year we questioned how the replacement trees will be distributed, and we are still not sure of the answer to that question. We assume that the replacement trees will be distributed aesthetically throughout the building lots. We would like to see a map showing where the replacement trees will be planted.
At our July 27th meeting, we reviewed a plan for Bl. 145.01, Lot 2, at the corner of Meadow Lake Drive and Campgaw Road. In the general note #16, it is listed that 37 trees will be removed and 10 replaced.
Does this mean that someone will be keeping track of all removed and replacement trees as each lot is developed? We think that since there are fourteen building lots, the applicant is going to have to keep track of this so that our engineer can merely check the report to verify it.
What we need is a new tree clearing plan and some notes on the tree clearing plan map for guidance.” cc: Township Engineer
SOIL MOVEMENT PERMIT APPLICATIONS
Memo to Administrative Officer:
“Tremblay Builders Inc., 2 Donner Court Bl. 152, Lot 96, E-BD-216-1832, dated 7/29/05. We note that 30 trees will be removed. Replacement trees will be: four white oak and four spruces. Approved.
R & S Builders Inc., 7 Mohawk Trail (formerly 608 Campgaw Bl. 147, Lot 26, E-BD-216-1836, dated 8/9/05. Application states original submission dated 9/8/05. We assume that was August 9, 2005 – correction needed. The tree preservation form states eight trees will be removed and lists zero replacement trees. Two replacement trees are required using a native deciduous species such as maple (not Norway maple), oak, and hickory. Correction needed on tree preservation form. This application is not approved.
Maley, 551 Campgaw Road Bl. 156, Lot 71 received updated tree preservation form confirming ten trees will be removed and four replaced. Replacement trees will be oak, hickory and maple (not Norway maple – not a native tree).”
We received copies of various minutes and agendas.
We received a memo from Administrative Officer listing various bonds about to expire.
Copies of letters of Highlands Applicability Determination were received for Fyke Hollow, Block 21 Lots, 21, 22, 23 and 24 – for information.
The meeting was adjourned at 9:15 p.m. The next Environmental Commission meeting will be held on Wednesday, August 24, 2005 at 7:30 p.m.
