ENVIRONMENTAL COMMISSION

TOWNSHIP OF MAHWAH

July 13, 2005

The meeting of the Environmental Commission was called to order at 7:40 p.m. by John Brotherton, Chairman. The Opening Statement was made. Roll call was taken.

CORRESPONDENCE
Received correspondence on NJ DEP emergency permit to stabilize stream bank
Letter to J. Jaworski, Esq. representing Mahwah Hummer.
“Dear Mr. Jaworski:
Thank you for your letter of July 6, 2005 keeping us informed of the NJ DEP correspondence on the Mahwah Hummer site.
While we approve the work at the corner of the building, it is of great importance that the work downstream is not overlooked. Please advise us when you will be doing the rest of the work.”

We received copy of a letter requesting Highlands Council designation concerning the area of the Ramapo Hunt & Polo Club bridge.

SITE PLAN REVIEW

Comment to Planning Board:
“Not approved. We need more information on the flood plain.
We are concerned about the stability of the soil on the western-most lot.”

TENANT APPLICATIONS
The following tenant applications were approved:
• MDX Solutions, 750 Corporate Drive – hospital collection agency
• Haircare International, 139 Franklin Turnpike – hair salon
• Wallwork Brothers, Inc. 300D Route 17 South – office, warehouse and showroom
SOIL MOVEMENT PERMIT APPLICATIONS
Memo to Administrative Officer
“The following applications were reviewed by the Environmental Commission at the meeting held on July 13, 2005.
Policastro Properties, LLC 43 Masonicus Road, Bl. 123, Lot 9.02, E-BD-216-1814, dated 6/8/05. We cannot approve this application until we have confirmation that the wetlands transition areas have been approved by NJ DEP. There is no delineation of the buffer line on the plan (that we can find).
We note that 17 trees will be removed and there will be 5 replacement trees. Replacement trees are native deciduous trees, such as oak, maple, hickory and other hardwoods. We approve the use of red maple and pin oak as replacement trees, however, we do not approve the koosa dogwood as a replacement tree (it is not a native tree).
Koosa dogwoods may be planted on the site, but should not be included in the count of replacement trees.

We reviewed this amended application. We note that 8 trees will be removed and there will be 2 replacement trees. Replacement trees used should be native deciduous trees, such as oak, maple, hickory and other hardwoods.

Mark & Janet Thomas, 31 Tartan Road, Bl. 121, Lot 10, E-BD-216-1715, dated 6/30/05 – approved.

Rockland Electric Co., 55 McKee Drive, Bl. 64, Lots 5 & 10, E-BD-216-1824, dated 7/8/05 – approved.

SMS Developers, LLC, Airmount Road Bl. 109, Lots 2 & 3, Dkt. 488S, dated 6/14/05.
We are deferring review of this application at this time. We need additional information. When we review this the next time, we will need to know the distribution of the replacement trees in the development.”

GRANT PROJECT
LAKE HENRY EDUCATIONAL TRAIL MARKERS
Susan Golz spoke about some research she has done on the internet concerning signs and designing trails and also about the pros and cons of certain ideas for trail markers.
John Brotherton submitted some information received from ANJEC and Passaic River Coalition on signs and environmental consultants.
Susan explained that we probably will not have funds to pay a consultant because the signs are expensive. We will not be able to put signs around the whole trail with the budget we have this year. However, we can get a nice start on the project. It would be a plus to find a graphic artist in Mahwah who might volunteer to work on this project.
Some suggestions for signs are: explanation of types of vegetation, lake layers, animal habitats and Indian history.

It was decided that Environmental Commission members should meet at 7:00 p.m. sharp at the Lake Henry trail for the group to walk around the lake to see area in question.
Meet at 7:00 p.m. on Wednesday, July 27th, prior to the regular meeting scheduled for 7:30. Also, members can go any time and do the walk on their own.

The meeting was adjourned at 9:00 p.m. The next meeting of the Environmental Commission will be held on Wednesday, July 27 at 7:30 p.m. at the Municipal Building,
