MAHWAH HISTORIC PRESERVATION COMMISSION (MHPC)
January 13, 2005 MINUTES

The meeting was called to order at 7:35 p.m.

SUNSHINE STATEMENT: The secretary read the Sunshine Statement.

December 9, 2004 minutes: Mrs. Drago corrected under Chair’s Report: second sentence to read: It had no historic significance and did not effect the stone cottage on the adjacent property. Mrs. Shanley made a motion to accept the minutes as corrected and Ms. Kennedy seconded the motion. The motion was approved.

PUBLIC SESSION:
Mrs. Shanley made a motion to open the Public Session and Ms. Kennedy seconded the motion. All approved. The Public Session was opened at 7:39 p.m.

There was no attendance from the public.

Mr. Vasiliadis made a motion to close the public session and Mrs. Greene seconded the motion. All approved. The Public Session was closed at 7:40 p.m.

Legal: Mrs. Descherer congratulated the Commission on their presentation of the Historic Awards at the December 9, 2004 Township Council meeting. Mrs. Descherer submitted to the Commission a copy of the provisions of the Land Use Procedures that relate to the HPC and reviewed the following meeting procedures: Motions, Public Session, Conflict of Interest, Alternate’s participation and vote, and Applications.

Mrs. Descherer encouraged the Commission to contact other municipalities for their advice and recommendations regarding application recommendations.

Regarding the North Jersey Partner’s application, Mrs. Descherer advised that if the Commission wasn’t satisfied with the application, that the HPC cold deny the application, reiterating to the Planning Board the same concerns they stated previously.

At this time, Mrs. Descherer was excused to attend the Township Council meeting.

Applications:
North Jersey Partners, LLC, Docket 481, Bl 56, Lot 72, Revised Plans.






The Commission reviewed the revised plans for Docket 481. Mr. Cerullo made a motion to deny the revised application. The Commission notes that the proposed building does not appear to conform to the requirements of the Planning Board. The HPC recommends that the proposed building meet the guidelines as per Ordinance #1313 24.18.4 (B. 1-11) Historic Design Guidelines:
B. The following factors shall be used in determining the visual compatibility of a building, structure, or appurtenance thereof with the buildings and places to which they are visually related and shall be known and “Visual Compatibility Factors.”
1. Height. The height of the proposed building shall be visually compatible with existing or adjacent buildings.
2. Proportion of the Building’s Front Façade. The relationship of the width of the building to the height of the front elevation shall be visually compatible with the buildings and places to which it is visually related.
3. Proportion of Openings within the Facility. The relationship of the width of the windows to the height of the windows in a building shall be visually compatible with the buildings and places to which it is visually related.
4. Rhythm of Solids to Voids on Front Façade. The relationship of solids to voids in the front façade of a building shall be visually compatible with the buildings and places to which it is visually related.
5. Rhythm of Spacing of Buildings on Streets. The relationship of the building to the open space between it and the adjoining buildings shall be visually compatible with the buildings and places to which it is visually related.
6. Rhythm of Entrance and/or Parch Projections. The relationship of the entrance or entrances and the porch projections to the street shall be visually compatible with the buildings and places to which it is visually related.
7. Relationship of Materials, Texture and Color. The relationship of materials, textures and color of the façade and roof of a building shall be visually compatible with the predominant materials used in the buildings to which it is visually related.
8. Roof Shapes. The roof shapes of a building shall be visually compatible with the buildings to which it is visually related.
9. Walls of Continuity. Appurtenances of a building such as walls, open-type fencing, every green landscape masses, shall form cohesive walls of enclosure along a street, to the extent necessary to maintain visual compatibility of the building with the buildings and places to which it is visually related.
10. Scale of Building. The size of a building, mass of a building in relation to open spaces, and to the existing windows, door openings, porches and balconies shall be visually compatible with the existing structure of strews and places to which it is visually related.
11. Directional Expression of Front Façade. A building shall be visually compatible with buildings and places to which it is visually related in its directional character, whether this be vertical character, horizontal character or non-directional character.

The motion was seconded by Mrs. Shanley. A motion to deny was approved.

Airmont Acres, LLC, Docket 481, Bl 116, Lot 13 Major Subdivision.

The Commission reviewed the application plans. Mrs. Greene noted that the second page of the historic questionnaire is missing from this application and that it is not the first time that this has happened. It was determined that the application has no historic significance. Ms. Kennedy made a motion to approve Airmont Acres, Docket, and Mr. Vasiliadis seconded the motion. The motion to approve was approved.

Greene, yes; Shanley, yes; Drago, abstain.

Cobblestone Court, Docket 470 Bl 123 Lot 18 revised.

The Commission reviewed the application plans. It was determined that the applicant complied with the buffer recommendations of the Commission.

Ms. Kennedy made a motion to approve Airmont Acres, Docket 470 revised plans, and Mr. Vasiliadis seconded the motion. The motion to approve was approved.

Budget: Mrs. Drago will present the 2005 Budget to the Township Council.
Mrs. Shanley submitted bills for reimbursement from the Historic Awards reception.

Old Business: No updates at this time.

General Discussion: Mr. Vasiliadis passed a copy of the Woetzel’s thank you note to the Commission for the Historic Award.

Mrs. Greene reported that the award for the AME Zion Church needs to be corrected. Mrs. Drago reported that she is correcting the plaque and will deliver the corrected plaque to the Church.

Mrs. Shanley will deliver the Historic Award plaque to the Nichols.

Mr. Vasiliadus asked for an update on the Darlington School. Mrs. Greene reported that the Commission is supporting the purchase by the Trail Conference.

The HPC meeting was adjourned at 9:15 p.m.

These minutes are a synopsis of the MHPC tapes, which are on file at the Township Hall.
