September 9, 2004 Minutes
The meeting was called to order at 7:30 p.m.

MINUTES: Mrs. Drago corrected Chair’s Report page three line four to ready three years instead of five hears. Mr. Bristow corrected Adjournment to read Mr. Bristow made a motion for adjournment at 10:00 p.m. and Mrs. Drago seconded the motion. All approved. Mrs. Drago also corrected New Business to include that Mrs. Drago requested that McCabe & Associates write press releases and articles regarding historic sites and submit them to the local newspapers. Mr. Bristow moved to approve the August 12, 2004 minutes as corrected and Mrs. Shanley seconded the motion. All approved.
PUBLIC SESSION: Mrs. Greene moved to open the public session and Mr. Gioni seconded the motion. All approved. The Public Session was open at 7:43 p.m.
Chair noted that there are no members of the public.
Mrs. Shanley moved to close the public session and Mr. Bristow seconded the motion. All approved. The Public Session was closed at 7:44 p.m.
Chair’s Report: Mrs. Drago reported that she never heard from Mrs. LaSpina and ask if any members heard from her. No one did.
Grant Application: Mrs. Drago reported that the Grant Sub-Committee met and recommends a grant application for a Historic Survey on West Mahwah. The Sub-Committee sent an email to members and since no comments were received, the Sub-Committee informed McCabe & Associate to proceed with the grant application for a Historic Survey of West Mahwah. Grant application is due September 15, 2004.
Mrs. Drago also reported that she contacted the Construction Official to look at the stone cottage on Mahwah Land to make sure that the cottage doesn’t fall to disrepair. Mr. Thornton volunteered to be the HPC liaison with the Planning Board regarding the up-keep of this property. Mrs. Kolva will look into what other towns have done to guarantee maintenance of historic properties.
Mrs. Kolva reported that Mr. McCabe will be attending the October 14, 2004 HPC meeting.
Historic Preservation Awards: Mr. Vasiliadis suggested the Wetzel home on Ramapo Valley Road. The home has been restored according to historic standards. Mr. Vasiliadis will send the secretary the address. Mr. Vasiliadis will research the house and forward the information to Mr. Gioni. Mr. Gioni will write the presentation material. Mrs. Drago suggested that the HPC include the architect in the presentation. All approved.
Mrs. Greene suggested the Zion Church on Island Road. All agreed. Mrs. Greene will contact the Church and research the presentation material.
Mr. Thornton moved that The Nichols house and the Mahwah Museum 2003 awards be moved to the 2004 awards list and Mr. Bristow seconded the motion. All approved.
Since the November 11, 2004 is a legal holiday and the Municipal offices will be closed. The secretary will check with the Township Clerk for the corrected calendar.
Mrs. Shanley moved to change the HPC meeting to November 18, 2004 and Mrs. Greene seconded the motion. All approved.
The secretary will contact the Township Clerk and request the awards be presented at the November 18, 2004 Council meeting. The Design Booklet will also be presented to the Council at that time.
Mrs. Drago will prepair the plaques and Mr. Gioni will do the write ups.
Mrs. Kolva will write an article about the Kohler house restoration for the local newspapers.
Committee Appointments: Mr. Vasiliadis will contact the Reverent that was interested in the HPC and reported back to the Commission at the October meeting.
Grant Application: Mrs. Kolva reported that McCabe & Associates is applying for a New Jersey Historical Commission for approximately $20,000.00 to inventory the West Mahwah district of Mahwah, which covers about 350 buildings of residential and commercial buildings. The project would also include oral history of 10 individuals who resided in West Mahwah and worked at Abex or the Ford Plant. Mr. Thornton and Mr. Bristow volunteered to work with Mrs. Kolva if grant is approved.
Mrs. Drago asked if this project could be turned into an Arcadia Book of the area. Mrs. Kolva reported that McCabe & Associates have co-authored Arcadia Books and would be very interested in helping the HPC with the book.
LEGAL: No report at this time.
Marion Eddy, Minor S.D Docket #477: Mr. Gioni reported that he is a neighbor of this application and recused himself from this application. Let the minutes reflect that Mr. Cerullo made a motion to approve Docket #477 subject to the following conditions and Mr. Thornton seconded the motion. The motion was approved with a vote of 7 yes 0 no and 1 recuse.
The Cragmere in the Ramapos Historic District was identified in a 2003 Intensive Level Architectural Survey in 2003. The New Jersey Historic Preservation Office agreed with the Survey's findings that this district is eligible for listing in the New Jersey and National Registers of Historic Places. The house at 144 Miller Road and the stone pillar at the southwest corner of Malcolm and Miller Roads are within the district and are thereby eligible for listing in the Registers as contributing resources.
The stone pillar identifies the entryway into Cragmere. It is one of the character defining features of Mahwah's building practices in general and Cragmere specifically. It lies fully within the right-of-way of the intersection of two municipal roads, Miller Road and Malcolm Road.
The contractors must be made aware of the importance of this pillar to insure that no damage occurs during any of the construction phases. The pillar should be protected with construction fencing set in a ten foot radius around the side of the column where construction work will be taking place.
The proposed new house was not detailed in any way. The new construction should blend in to reflect the character of this historic district, which is characterized by small houses on large lots and detached garages.
Any new construction should follow visual compatibility factors. The height, scale, proportions, massing, roof shape, materials, texture, color, rhythm of spacing, and setback should be consistent with the neighboring dwellings in the Cragmere historic district.

Mr. Gioni returned to the meeting.
East Lake Associates, d/b/a Fox Meadows, Major S.D Docket #355F: Let the minutes reflect that Mrs Greene, moved to approve Docket #355F with no comment because it was determined that it has no historic significance and Mrs. Shanley seconded the motion. The motion was approved with a vote of 7 yes and 0 no and 1 abstain.
Vote: 7 yes 0 no 1 abstain--Bristow, yes, Thornton, yes; Cerullo, yes; Greene, yes; Drago, yes; Vasiliadis, yes; Shanley, yes; Gioni, Abstain.
Vista Bahn Estates, Docket #461: Mrs. Drago reported that the applicant is now requesting only two names. Mrs. Drago tried several times to contact the applicant’s attorney, Mr. Whitaker, regarding the street names, without any success.
Paul Gioni moved to recommend the following names for the Vista Bahn Estates sub-division streets.
Farmstead Road as the main street
Weathervane Court as the southern cul de sac
Mr. Thornton seconded the motion. All approved.

BUDGET: Chair will review the budget with the secretary, for submission to Administration on October 15.
GENERAL DISCUSSION: Mr. Thornton reported his concern for the items at the Old Train Station; Winter out-house, and well house. Mahwah Museum president, Carol Greene agreed to meet with Mr. Thornton regarding these structures.
Mrs. Greene asked about a possible grant project from the HPC for pictures on the Township web site for all the public to view. Mrs. Kolva reported that McCabe & Associates has done a project similar to this. Mrs. Kolva reported that this project would be eligible for a Certified Local Government Grant.
Mr. Bristow made a motion for adjournment 10:05 p.m. and Mrs. Shanley seconded the motion. All approved.
