TOWNSHIP OF MAHWAH
BUDGET WORK SESSION MEETING MINUTES
WEDNESDAY, JANUARY 28, 2004

The meeting was called to order at 7:00PM by Council President Richter who read the Open Public Meetings Act Statement as prescribed by law. Notice was advertised in The Record on January 19, 2004 stating this meeting would be held in the Municipal Offices, 475 Corporate Drive, Mahwah, New Jersey on Wednesday, January 28, 2004 at 7:00PM.

Notice of this meeting is posted on the Municipal Bulletin Board. The minutes of this meeting shall be available in the Municipal Clerk's Office.

Salute to the Flag.

Present: Councilmembers Calandrillo, DaPuzzo, DiGiulio, Kelly, Paton, Richter and
Spiech.

Also present were Mayor Richard J. Martel, Business Administrator Brian Campion and Municipal Clerk Kathrine G. Coletta.


Board of Health
Mr. John Hopper, Health Officer, was present. Mr. Hopper briefly updated Council on the various programs offered by his department. Mr. Hopper distributed to Council an Organizational Chart of his department.

Library
Mr. Ken Giaimo, Library Director, and Mr. Curt Koster of the Library Board of Trustees were present.

Kelly asked if the Library has any plans for the lower level. Mr. Giaimo answered the Board has discussed a few ideas. Kelly asked if the Library will be looking to the Township for financial assistance. Mr. Giaimo answered the Board has not yet reached that point.

Richter asked for an Organizational Chart.

Human Services and Access Transportation
Mrs. Dolores Raiz, Director of Human Services, was present. Mrs. Raiz distributed to Council an Organizational Chart.

Kelly suggested there be centralized communications for the Township.

Housing Commission
Mrs. Dolores Raiz was present.

Kelly asked if any of the advertised information appears on the web site. The Business Administrator answered Agendas are on the web site.

Senior Citizens
Mrs. Suzanne Small, Senior Citizens Director, was present.

Paton questioned whether there are any plans to provide identification for the seniors. The Business Administrator answered not at this time.

Historic Preservation Commission
Mrs. M.J. Drago, Chairwoman of the Historic Preservation Commission was present.

Mrs. Drago requested continuance of the Technical Assistance which was provided by a Grant last year. Continuation would not be covered by a Grant. Continuance would allow completion of the approximately 200 remaining homes. Mrs. Drago referred to the Intensive Level Architectural Survey, the first volume, which shall be presented to the Township at a later date by the Commission.

Calandrillo asked if realtors know the book exists. Mrs. Drago answered no. The Commission is waiting to present the book to the Township.

DiGiulio asked whether there are any foundation Grants that could be sponsored. Mrs. Drago shall look into.

Municipal Court
Judge Anthony Gianni and Lorraine Cuomo, Municipal Court Administrator, were present.

The Business Administrator pointed out Account #4-01-T01-105 should be changed to $30,000.

Paton requested an Organizational Chart for the department.

Account #4-01-T01-215: Postage was increased from $3,500. to $4,000.

DaPuzzo suggested Account #4-01-T01-208 be reduced to $1,000. Business Administrator shall inquire if account can be cut further.

Planning and Zoning
Mrs. Rosalie DeMartino was present.

Spiech asked how the Planning Board and Zoning Board of Adjustment track applications. Mrs. DeMartino answered by Docket numbers.

Environmental Commission
Spiech had a conversation with the Environmental Chairman about the reforestation on the mountain. He asked if the Tree Fund could be used. The Business Administrator said the Environmental Commission Chairman spoke to him today about foresting at Continental Solders Park.

PUBLIC PORTION
On a motion by Spiech, seconded by Calandrillo, the meeting was opened to the public at 9:05PM. All in favor. Motion carried.

Mr. Ward Donigian of 172 Stephens Lane informed Council the Recreation Commission did go to the Environmental Commission for planting of the trees at Continental Solders Park. The Recreation Commission asked for money from the Tree Bank for plantings for the playground and entrance to the park.

On a motion by Spiech, seconded by Calandrillo, the meeting was closed to the public at 9:07PM. All in favor. Motion carried.

On a motion by Calandrillo, seconded by Kelly, the meeting was adjourned at 9:08PM. All in favor. Motion carried.
