TOWNSHIP OF MAHWAH
BUDGET WORK SESSION MEETING MINUTES
WEDNESDAY, FEBRUARY 11, 2004

The meeting was called to order at 7:08PM by Council President Richter who read the Open Public Meetings Act Statement as prescribed by law. Notice was advertised in The Record on February 7, 2004 stating this meeting would be held in the Municipal Offices, 475 Corporate Drive, Mahwah, New Jersey on Wednesday, February 11, 2004 at 7:00PM.

Notice of this meeting is posted on the Municipal Bulletin Board. The minutes of this meeting shall be available in the Municipal Clerk’s Office.

Present: Councilmembers Calandrillo, DaPuzzo, DiGiulio at 7:12PM, Kelly, Paton and
Richter
Absent: Councilmember Spiech.

Also present were Mayor Richard J. Martel, Business Administrator Brian Campion and Municipal Clerk Kathrine Coletta.

Legal
Municipal Attorney, Meneloas Toskos, was present.

The Business Administrator updated Council on the Actual Numbers for the Division of Law. In Account #4-01-B30-219 the actual amount spent as of December 31, 2003 was $118,371. In Account #4-01-B30-286, the actual amount spent as of December 31, 2003 was $27,242.

Paton recommended the Township do more due diligence when awarding contracts.

Prosecutor
The Business Administrator informed Council the current Prosecutor has asked to be salaried rather than a Consultant. The Business Administrator went on further to say it was Administration’s recommendation to have the Prosecutor be salaried on July 1, 2004.

Kelly questioned if this will make the Prosecutor eligible for pension. The Business Administrator answered yes. Kelly questioned how making the Prosecutor salaried will benefit the Township. The Business Administrator answered the Prosecutor has not asked for an increase but rather to be salaried.

Employee Life Insurance Plan
Paton asked for a list of the Trust Funds of the Township. The Business Administrator answered the information is found in the Audit. The Business Administrator shall provide the information.

Account #4-01-B15-219 was increased to $45,000.
Account #4-01-B17-219 was increased to $50,000.

Kelly questioned the percentage amount McCarthy and Forde receives. The Business Administrator shall inquire.

Paton suggested Administration focus on grants for the needs of the seniors. The Business Administrator answered if the Township accepts any grant money the senior Center would have to be open to anyone.

DaPuzzo questioned the reason for the increase in Workman’s Compensation. The Business Administrator shall provide information.

Account #4-01-080-268 was reduced to $2,000.
Account #4-01-081-268 was reduced to $2,000.
Account #4-01-090-259 was reduced to $5,500.

General
Account #4-01-091-219 was reduced to $5,000.

Account #4-01-P01-219 was reduced to $10,000.

Kelly questioned if the employee’s contribution on PFRS will be increased. The Business Administrator shall inquire.

Account #4-01-R04-219: Business Administrator shall check with the Chief Financial Officer on the amount. No straw poll vote taken on Page 121 (NJ Unemployment).

Miscellaneous
Account #4-01-X01-701: The Township is waiting to hear from the Board of Education if they will be doing their track.

Municipal Salaries
The Business Administrator informed Council the increases for the Blue Collar Unit and the White Collar Unit may be around 3.5%.

Paton asked if there are any employees are receiving increases above 3.5% this year. The Business Administrator answered no.

The Business Administrator shall meet with the Chief Financial Officer and provide Council with another copy of the Proposed Budget with the changes made thusfar.

Budget is scheduled to be introduced at the February 26, 2004 Public Meeting.

All changes are based upon using 1 Tax Point from surplus.

Paton requested a Financial Statement from the Chief Financial Officer on the Cash Flow Analysis.

Kelly suggested borrowing money from the Water Utility. The Business Administrator answered this is possible.

Mayor Martel suggested Administration insert the changes made and then Council take another look at the Budget.

Council concurred the Budget will be introduced at the March 4, 2004 Work Session Meeting.

Council concurred another Budget Meeting shall be held on Tuesday, February 24, 2004 at 7:30PM in the Multi-Purpose Room. Municipal Clerk shall advertise the meeting.

Fire Department
Straw poll vote was taken to removed $7,500. from Account #4-01-G02-247: Calandrillo, yes; DaPuzzo, no; DiGiulio, no; Kelly, recused; Paton, no; Spiech, absent; Richter, yes. Straw poll fails.

Public Portion
On a motion by Calandrillo, seconded by DaPuzzo, the meting was opened to the public. All in favor. Motion carried.

Mr. Peter Cassotis of 107 South Mahwah Road asked if the Township receives any money from the State on DWI’s. The Business Administrator answered yes. The Township receives a DWI Grant to compensate Police Officers Overtime for DWI Cases. And the other is the Alcohol and Rehabilitation Fund which is used by the Municipal Court to offset DWI Special Sessions.

Mr. Cassotis asked Councilmembers Calandrillo and Paton about their reservations on the funding of the fields. Calandrillo answered she has concerns on how the fields would be shared. Paton answered the Township has other fields which are in need of repair. He feels the other fields should be repaired before purchasing additional fields. He feels there is no plan to repair the parks in Town.

On a motion by Calandrillo, seconded by DaPuzzo, the meeting was closed to the public. All in favor. Motion carried.

On a motion by Calandrillo, seconded by DaPuzzo, the meeting was adjourned at 10:45PM. All in favor. Motion carried.
