January 8, 2003

The meeting of the Environmental Commission was called to order at 7:40 p.m. by John Brotherton, Chairman. The Opening Statement was made. Roll call was taken.

The minutes taken at the work session meeting held on December 11, 2002 were approved as submitted.

Frasco Homes, Inc., Dkt. 452
Minor subdivision creating 2 residential lots (Island Road) and changing a lot fronting on Route 17 – approved.

Liberty Mahwah, LLC, Dkt. 454
Car dealership on Route 17 North - approved.

Brian & Judith Mutchler, Dkt 453
After review, the following comments were made to the Planning Board.
“Not approved. We do not approve the creation of two sub standard lots.”

Franklin Turnpike Construction Co., LLC, Dkt. 441A-F

Franklin Turnpike Construction Co., LLC, Dkt. 445F

Woodcliff Lake Development Co., Inc., Dkt. 455
After review, the following comments were made to the Planning Board.
“Not approved – reasons stated below.
• Too much intrusion into wetlands and the transition areas.
• The road crossing is particularly bad.
• Suggest fewer homes. Perhaps a cul de sac on the west side of pond.
(Note Windsor and Glenmere are reversed)
Vista Bahn Estates, Dkt. 440
Did not review revised site plan received in December 2002. Dkt. 440 was denied by Planning Board.

Home Depot, Dkt. 434
Landscaping and tree removal were discussed.
243 trees on the site, 212 will be removed, 54 replacement trees.
Carol Phiefer will take the plans and report on the landscaping proposal at our next meeting.

Memo to Administrative Officer:
“The following applications were reviewed. Comments are as follows:
Liberty Mahwah, LLC, Dkt. 454S
We reviewed the landscape plan (included with site plan), but we still require the completed tree preservation form with the soil movement permit application.
Please have the applicant submit this information as soon as possible.

Wells/Fowler, LLC, 72 Bramshill Drive Bl. 21.07, Lot 20, E-BD-216-239-346, dated 12/30/02.
• There is imported soil shown on the application. It should be tested if coming from outside the Township of Mahwah.
• We note there will be 10 replacement trees (42 to be removed).
The applicant is reminded that future street tree plantings by Darlington Associates should be kept under consideration when completing the landscaping plan.
• We expect #16 under soil erosion controls to be honored.

Meadow Ridge Dev. Corp., 2 Swan Road Bl. 139, Lot 20, E-BD-216-1429, dated 12/30/02.
We reviewed this soil movement application and the applicant’s note that the tree plan is to be submitted. We will defer approval until we have reviewed the tree preservation information.

Dobriner/Darlington Associates, 735 Ramapo Valley Road Bl. 23.01, Lot 1, E-BD-216-239-345. We received and reviewed the tree preservation form. We approve eleven replacement trees, deciduous type.
The applicant is reminded that future street tree plantings by Darlington Associates should be kept under consideration when completing the landscaping plan.

J. Destro, 22 Patrick Brem Court Bl. 21.09, Lot 6, E-BD-216-239-341.
We reviewed Michael Kelly’s letter of December 20, 2002 about changes to the tree removal plan. We agree with Mr. Kelly’s recommendation.”

Letter to Township Engineer
“Re: Bl. 21.07, Lot 29/Wells and Fowler, Inc.
Soil Movement Permit Application

As we reviewed the soil movement permit application, we noticed on the soil erosion control notes (#16), the following statement: “Trees to remain after construction are to be protected with a suitable fence installed at the drip line or beyond in accordance with section 9-1 of the NJ standards.”

We don’t think this is commonly done. Should this be carried out according to the cited regulation?”

Kollins Communications, 30 Industrial Ave. – approved.

John Brotherton will attend a second meeting at the Upper Saddle River Municipal Building on January 15 at 8 p.m. concerning identifying hazardous trees.

Spring Clean Up
We were contacted by a Mahwah High School student interested in organizing a spring clean up project. Susan Golz volunteered to return the phone call.

Grant Applications
Grant catalogue from the State – Karin LaGreca will look it over.

ANJEC matching grants – Susan Golz will look into funding possibilities.

The meeting was adjourned at 9:20 p.m.

The next meeting of the Environmental Commission will be held on Wednesday, January 22, 2003 at 7:30 pm. at the Municipal Building, 300B Route 17 South, Mahwah, N. J.
