May 28, 2003

The meeting of the Environmental Commission was called to order at 7:30 p.m. by John Brotherton, Chairman. The Opening Statement was made. Roll call was taken.

Council President John Spiech was also present.

John Spiech was present to bring Commission members up to date on the situation with Ramsey wanting to obtain permission for new wells on County land in Mahwah.

Ramsey wants to dig wells in the Ramapo Reservation. In the 1990’s when Mahwah wanted to stop selling water to Ramsey, two test wells were done for Ramsey in the Ramapo Reservation. One was along the river, the other was near the pond. The second one by the pond was a good production well.

The State gave Ramsey permission for production wells, but since this is Green Acres land, the County must also grant approval.

Mahwah is questioning the water recharge factor and the impact on our well #19 which is near Ramsey’s proposed well site. Mahwah is concerned about water recharge since water level readings of the Ramapo River indicate lower water levels.

Mahwah’s position is that this is our water and we want to avoid using the parkland for new wells.

Ramsey made a presentation to the County Freeholders. Mahwah will meet with the Freeholders at a work session/public meeting to be held June 25. We want to get the Freeholders to say no to Ramsey’s request.

John Spiech requested the Environmental Commission to write to the Freeholders, as a group and as individuals, to say: It is not right, don’t do it! List reasons such as water quality/water levels/water recharge/endangering animals and plants in an environmentally sensitive area.

Other subjects discussed with John Spiech included: GIS, storm water management, farmland preservation, new river walk and bike path and the plans for an Army Corps of Engineering project on the Ramapo and Mahwah Rivers.

Memo to Administrative Officer:
“The following applications were reviewed at our meeting held on May 28, 2003. Comments are listed below.
Patricia McCarthy, 36 Riverview Terrace, Bl. 17, Lot 8.01, E-BD-216-1469, dated 5/7/03. Does the applicant have the necessary permits to fill in an oil tank? If so,
the soil permit is approved.

Arentzen Realty, Dkt. 455S Campgaw Road, Bl. 145, Lot 2, dated 5/5/03. The Planning Board requested an Environmental Impact Statement. Soil application not approved until we can review the EIS.

Frasco Homes, Inc., 170 Island Road, Bl. 63, Lot 17.02, E-BD-216-1472 dated 5/19/03.
We note there will be two replacement trees, one maple and one oak. We request that the maple not be a Norway maple (not a native tree).

Also reviewed information submitted with amended soil application for G. Malandruccolo, 34 Great Hall Road. Received tree preservation application for Nickels, 36 Glasgow Terrace, showing five replacement trees.

Received letters concerning Franklin Turnpike Construction, Dkt 441F, Lot 83.05 and 83.04. The number of trees to be removed and replaced has been added to the general notes on the site plans.

The Minutes of the meeting held on April 30, 2003 were approved as submitted.

Shade Tree Federation Received 2003 membership cards. Jane will forward card to S. Spiech.

Ramsey Environmental Commission Received a letter requesting a copy of Mahwah’s Natural Resource Inventory. Asked about our use of GIS. A copy of the NRI will be sent and we will reply that we are collecting GIS information at this time.

Orange and Rockland Notification received from the utility that they must be alerted to any work being done on easements.

Continuing to receive emails from resident R. Levine of Ramapo Ave. concerning his
problems with Orange and Rockland from when their tree company pruned his trees.

It was decided to purchase supplies for the Environmental Commission office. A motion was made by Carol Phiefer, seconded by Susan Golz, to transfer $150.00 from training and seminars budget to materials and supplies budget. All present were in favor.

The following applications were approved.

• General Reproduction, 21 McKee Drive
• Celco, 14 Industrial Avenue

Susan Golz will bring her laptop to our next meeting to show Commission members the GIS information she has collected.

The meeting was adjourned at 9:30 p.m. The next meeting of the Environmental Commission will be held on Wednesday, June 11, 2003 at 7:30 p.m. at the Municipal Building, 475 Corporate Drive, Mahwah, N.J.
