PUBLIC MEETING MINUTES
THURSDAY, JULY 11, 2002
The meeting was called to order by Council President Spiech at 11:34PM, immediately following the Work Session Meeting.
Present: Councilmembers Calandrillo, DaPuzzo, DiGiulio, Kelly, Paton, Richter and Spiech.
Also present were Business Administrator Brian Campion, Township Attorney Meneloas Toskos, Township Utility Engineer Justin Mahon and Municipal Clerk Kathrine Coletta.
APPROVAL OF BILLS AND CLAIMS
On a motion by Calandrillo, seconded by DiGiulio, the Bills and Claims, previously signed, totaling $3,874,847.69, were approved. All in favor. Motion carried. A list of Bills and Claims is on file in the Municipal Clerk's Office.
APPROVAL OF MEETING MINUTES
On a motion by Calandrillo, seconded by Richter, the Public Meeting Minutes of June 27, 2002, Closed Session Meeting Minutes of June 27, 2002, Sine Die Meeting Minutes of July 1, 2002 and Reorganization Meeting Minutes of July 1, 2002 were approved. Roll call vote: Calandrillo, yes; DaPuzzo, yes; DiGiulio, yes; Kelly, yes on Sine Die Meeting Minutes of July 1, 2002 and Reorganization Meeting Minutes of July 1, 2002; Paton, yes on Sine Die Meeting Minutes of July 1, 2002 and Reorganization Meeting Minutes of July 1, 2002; Richter, yes; Spiech, yes.
REPORT OF THE TOWNSHIP COUNCIL AND MUNICIPAL CLERK
DiGiulio attended the Ground Breaking at the Route 202 Recreation Field and the Reception of the new Ambulance at Company #4.
DiGiulio attended a funeral for a resident of the Township who was tragically killed in an automobile accident.
Kelly attended the Senior Citizens Luncheon.
Kelly stopped by Safety Town.
Kelly attended the Ground Breaking for the Route 202 Field.
Paton referred to an article which he distributed to the Council on the Ramapo River.
Spiech attended the Ground Breaking for the Route 202 Field and the dedication for the new ambulance at Company #4.
Spiech attended the Senior Citizens Luncheon.
GENERAL PUBLIC DISCUSSION
On a motion by Calandrillo, seconded by DiGiulio, the meeting was opened to the public at 11:38PM. All in favor. Motion carried.
Mr. Jim Schwick of 34 Bedford Road attended the meeting with several of his neighbors. Mr. Schwick explained to the Council he and his neighbors do not have sewers and were not included in the Phase 4 Sewer Project. The Business Administrator explained that hearings on the Phase 4 Sewer Project were held at the high school. It was determined sewers would be installed on Decker Court, Falcon Court to Glenmere Terrace and a portion of Bedford Road.
Mrs. Mary Ann Sweeney of 42 Bedford Road asked the Council to consider installing sewers in their section town.
On a motion by Calandrillo, seconded by Kelly, the meeting was closed to the public. All in favor. Motion carried.
ORDINANCE - INTRODUCTION
The title of an Ordinance was read as follows:
AMENDMENT TO ORDINANCE NO. 1359 TO PROVIDE FOR THE ACQUISITION AND DEVELOPMENT OF LAND ON CORPORATE DRIVE.
RESOLUTION - ORDINANCE NO. 1423
Introduced by Calandrillo, seconded by Paton.
RESOLVED that the Ordinance be passed and adopted on first reading.
FURTHER RESOLVED that said Ordinance be considered for final passage at a meeting to be held on July 25, 2002 at the Municipal Offices, 300B Route 17 South, Mahwah, New Jersey at 8:00PM.
FURTHER ERESOLVED that the Clerk shall publish said Ordinance with notice of introduction, passage and time and place where said ordinance will be considered for final passage.

GENERAL PUBLIC DISCUSSION
On a motion by Paton, seconded by DiGiulio, the meeting was opened to the public at 11:50PM. All in favor. motion carried.
On a motion by DiGiulio, seconded by Calandrillo, the meeting was closed to the public at 11:51PM. All in favor. Motion carried.
DaPuzzo brought up when Meeting Minutes are distributed to the Council for approval, they only contain the minutes and not the resolutions. Council concurred.
Spiech brought up a request from James Delia, Esq., attorney for residents of 127 Myrtle Avenue in Ramsey who are appearing before the Planning Board in Ramsey. Accidentally, in the notification process, the Municipal Clerk was left off the list. Notification was being made in less than the 10 day requirement. The Applicant's Attorney is requesting the Township waive the notification requirement. Council concurred Mr. Delia will be notified by the Municipal Clerk that the Township will not sign the Waiver on the Notification Requirement.
DiGiulio requested an article be placed in the next Newsletter asking residents to trim their shrubs and not to place boulders near the street.
Paton requested the Township arrange for the municipal property on Airmont Avenue and the municipal property on the corner of Ridge Road and MacArthur Boulevard be cleaned up.
On a motion by DaPuzzo, seconded by Kelly, the meeting was adjourned at 11:59PM. All in favor. Motion carried.
