TOWNSHIP OF MAHWAH
September 28, 2005
The meeting of the Environmental Commission was called to order at 7:40 p.m. by John Brotherton, Chairman. The Opening Statement was made. Roll call was taken.

The Minutes of the meeting held on September 14, 2005 were accepted as submitted.
J. Brotherton and K. LaGreca were present on Mahwah Day to hand out literature. They also assisted with distributing plastic recycling bins to residents (Beautification Committee project). John distributed copies of a list of invasive nonindigenous plant species. It was suggested to add this list to the Planning Board information packets.

SITE PLAN REVIEW
Cumberland Farms, Inc., Dkt. 492
Approved preliminary/final combined site plan.
SMS Developers, Dkt. 488
An underground detention will be maintained by homeowners association. There will be 90 replacement trees and 30 street trees. Township Engineer will monitor planting of replacement and street trees. Environmental Commission will request copies of the reports on the tree plantings.
Woodcliff Lake Development, Dkt. 455
Discussed proposed plans and work currently being done at Woodcliff Lake Development on Campgaw Road.
Riccio Hair Salon, 425 Forest Road, hair salon – approved.
SOIL MOVEMENT PERMIT APPLICATION
Memo to Administrative Officer:
“The following soil movement permit applications were reviewed and discussed at the Environmental Commission meeting held on September 28, 2005.
Andrew Dany, 16 Mountain Road, Bl. 2, Lots 11 & 12, E-BD-216-1852. In an earlier correspondence, we questioned the contour lines and elevation shown on the plans. Mr. Dany contacted us and stated that his engineer based the plans on “assumed data”. We approved the plan, but our Township Engineer should check the contour lines, which don’t appear to be correct.
Alex Cavegan, 2 Walsh Drive, Bl. 21.08, Lot 1, E-BD-216-239-394. We received the Tree Preservation Application. We note there will be one replacement tree which will be a native, deciduous variety. Soil application is approved.
Walter Sheffler, 174 Halifax Road, Bl. 1, Lot 127, E-BD-216-1860, dated 9/21/05.
We note that 64 trees will be removed. The Tree Preservation Application calls for 16 replacement trees. We approve the use of pin oak, October glory maple and red oak. We are not familiar with the fourth variety listed on the application. Replacement trees must be native deciduous trees.
Belisonzi (lot 3) and Cleymore LLC (lot 2) Ramapo Valley Road, Bl. 132, Lots 2 & 3,
Dkt. 405S, dated 9/16/05. We request the applicants submit a tree removal plan for both lots.
Airmont Construction, 153 Airmont Avenue, Bl. 123, Lot 18.03, Dkt. 470S/lot 18.03, dated 9/15/05. We note that 3 trees will be removed and there will be zero replacement trees. We request the wetlands transition area be appropriately marked before construction begins.”
LAKE HENRY TRAIL SIGNS
J. Spiech presented photos of many signs he photographed during his travels showing a large variety of styles, materials and sizes.
S. Golz and C. Phiefer will meet at Lake Henry trail on October 6 at 4 p.m. to identify trees varieties for signs..
Everyone felt a large, upright interpretive sign with a frame and overhang would be best for the map and the watershed information.
A progress report is due to the grant committee in January 2006.
The meeting was adjourned at 9:10 p.m. The next meeting of the Environmental Commission will be held on Wednesday, October 12, 2005 at 7:30 p.m. at the Municipal Building, 474 Corporate Drive, Mahwah, N.J.
