ENVIRONMENTAL COMMISSION

TOWNSHIP OF MAHWAH

January 26, 2005


The meeting of the Environmental Commission was called to order at 7:30 p.m. by John Brotherton, Chairman. The Opening Statement was made. Roll call was taken.

MINUTES
The minutes of a work session meeting held on January 12, 2005 were accepted as submitted. The minutes of a regular meeting held on December 8, 2004 were accepted as submitted.

NEW BUSINESS
We have been contacted by an attorney for Cobblestone Court subdivision concerning trees and plantings in a right-of-way. After J. Brotherton spoke to a representative of the Township Attorney, it was decided that this matter would be handled by the Mayor and Council.

A letter was received from John Lane concerning a line of trees planted too close to the road at the residence of Kenneth Braun at 141 Campgaw Road. After review of photos submitted and a discussion, the following letter was written.
“To: John Lane, Property Maintenance
Re: K. Braun, 141 Campgaw Road
We reviewed the photographs of the property and are familiar with the location of the house. We never approved planting trees in the right-of-way. We recommend that the trees be moved out of the right-of-way.”

TENANT APPLICATIONS
Tenant applications were approved for:
Red Bandana, 27 Franklin Turnpike – pet food and accessories
C & M Landscape Contractor, 92 N. Ramapo – landscaping
Subway, 350 Ridge Road – sandwich shop
D & S Ind. Assoc., 65 Ramapo Valley Rd. – additional parking

SOIL MOVEMENT PERMIT APPLICATIONS
Memo to Administrative Officer:
“The following applications were reviewed by the Environmental Commission as listed below:
R & S Builders, Inc. 64 East Crescent Avenue, Bl. 120, Lot 34, E-BD-216-1742, dated 1/25/05. If four trees are to be removed, the Township requires one replacement tree. Native hardwoods should be used, not varieties such as White pine or Norway maple.

Joseph & Karen Corra 19 Boulder Trail, Bl. 105, Lot 85.06, E-BD-216-304-388, BOA Dkt. 1131.04, dated 1/13/05 – approved.

Jan White 80 Malcolm Road, Bl. 95, Lot 16, E-BD-216-1739, dated 1/13/05 –approved.

George & Joyce Tirri Crest Road, Bl. 11, Lots 9-14, E-BD-216-1741A, dated 1/20/05.
This application is incomplete. Please have applicant submit the required tree preservation application form with the soil movement application.”

SITE PLAN REVIEW
Hummer of Mahwah, Dkt. 482
Not approved. Comment to Planning Board: “We request more details about what is being done along the stream, especially for stream bank restoration and stabilization.”

Julie explained what projects she would like to work on as the Americorps Watershed Ambassador such as educational talks, marking storm drains, visual observations of the Ramapo River (Karin LaGreca expressed an interested in going) and possibly stream restoration at Lake Henry.

NJ DEP stormwater regulations
“Julie Corson is the new Americorps Watershed Ambassador for Watershed Management Area 3. A copy of her card is attached for your information.

Julie attended our recent Environmental Commission meeting. She is available to speak to groups on the new DEP stormwater regulations, as part of her education and outreach training. She is interested in speaking at schools, organizations, clubs, etc. Julie is also willing to participate when the “watershed awareness markers” are placed on storm drains in Mahwah.

Julie will be the Americorps Watershed Ambassador until August, 2005.

Is the Township’s implementation plan for the stormwater regulations completed yet?
Please keep the Environmental Commission informed and advise if the Commission can be of assistance.”

An email with similar information was sent to Sharon Voneuler, advisor to Mahwah High School Environmental Club.

OTHER ITEMS
John Spiech showed photos of non point source pollution along the Ramapo River.

Highlands Commission – John Spiech announced that the state is looking to preserve certain pieces of property in the Highlands. There is a possibility of 30 or 40 acre parcels which are now privately owned which could be available.

Sierra Club program at Ramapo College on Feb. 2, at 7 p.m. on Artic National Wildlife Refuge and oil drilling.

D. Wenger questioned if we had written any letter to the State about the Bergen County Cross Acceptance. No letter was written. Hearings were held in early January. J. DeWan will get copy of this information for the next meeting.

J. Spiech stated that a recent grant application for environmental testing along the Mahwah and Ramapo Rivers was turned down, but the State has asked for Mahwah to officially re-apply.

The meeting was adjourned at 9:10 p.m. The next meeting of the Environmental Commission will be held on Wednesday, February 9, 2005 at 7:30 p.m. at the Municipal Building, 475 Corporate Drive, Mahwah, N.J.
