MAHWAH HISTORIC PRESERVATION COMMISSION (MHPC)
May 12, 2005 MINUTES

The meeting was called to order at 7:35 p.m.

SUNSHINE STATEMENT: The secretary read the Sunshine Statement.

Minutes:
April 14, 2005 minutes: Ms. Kennedy made a motion to accept the minutes as read and Mr. Vasiliadis seconded the motion. The motion was approved.

PUBLIC SESSION:
Mrs. Shanley made a motion to open the Public Session and Mr. Thornton seconded the motion. All approved.

The Public Session was opened at 7:38 p.m.

No one from the public was present.

Mr. Thornton made a motion to close the Public Session and Mr. Vasiliadis seconded the motion. All approved.

New Business:

Chair’s Report:
Mrs. Drago reported that Ms. Lynn Ballerini’s application to fill the vacant Class C position has been forwarded to the Mayor for his review and appointment, which should be at the June 9, 2005 Council meeting. Mrs. Drago also reported that she was contacted by Pam Stetson inquiring about the Alternate I vacancy on the HPC. Mrs. Drago will be meeting with Ms. Stetson and report back to the Commission at the June 9, 2005 meeting. Mrs. Drago also reported that Mr. Deke Schummilian of Bogert Court is willing to put $15,000 into an escrow account to have the Isaac Bogert greenhouse completed. Discussion on this subject was carried to the June 9th 2005 meeting.

Public Session
Mrs. Greene made a motion to re-open the Public Session and Mrs. Shanley seconded the motion. All approved.

The Chair recognized Mr. Nagy Milik, 158 West Crescent Avenue, Mahwah, 201-835-8678. Mr. Milik just purchased the property at 158 West Crescent Avenue, Mahwah and is looking for a demolition permit to build a new home on the property. Mr. Milik reported that the home is very small and has not been maintained. Mrs. Greene reported that she drove by the home and that it’s original configuration has been altered by a box like addition and aluminum siding. Mr. Milik gave his permission for Mrs. Drago to do a walk through the property. If Mrs. Drago determines that the home has historic significance, she will ask the secretary to put the demolition application on the June 9, 2005 meeting. If it is determined that the home does not have historic significance, than she will sign off on the application and the secretary will send the application down to the Construction Official. Mr. Milik thanked the Commission.

Mrs. Greene made a motion to close the Public Session and Mrs. Shanley seconded the motion. All approved.

Legal: No report at this time.

Street Names: The secretary will contact the Sustack family informing them that the Commission did not approve their request to change Franklin Place to Sustack Place. However, if the family has another suggestion, the Commission would be willing to look at the request again.

Airmont Construction, Docket 470

Let the minutes reflect that Mrs. Shanley made a motion to approve Blossom Lane for Airmont Construction, Docket 470 Street Name Application, and Mr. Vasiliadis seconded the motion. All approved.

Applications:
Franklin Tpke. Constr Co., LLC Docket 487 (711 Ramapo Valley Road) Minor Subdivision.

Let the minutes reflect that after a thorough discussion Mr. Thornton made a motion to recommended to the Planning Board approved of Docket 487 subject to conditions as follows: That the ice house on the property is preserved. This is the last ice house in Mahwah, and Mrs. Shanley seconded the motion. All approved.

SMS Developers LLC, Docket 488, (Airmont Road) Major Subdivision/Prel/Final Combined.

The chair recommended that she call the developer to arrange a special meeting before the Commission votes on this application.

Mr. Thornton made a motion for a five minute adjournment and Mrs. Shanley seconded the motion. All approved. (8:45)

Mr. Thornton made a motion to re-open the meeting and Mr. Brisow seconded the motion. All approved. (8:50)

Mrs. Drago reported that she could not reach the Developer for Docket #488. However, she left a message asking the developer to contact her for a special meeting with the HPC regarding Docket #488.

Mr. Vasiliadis made a motion to hold a special meeting for Docket #488 and Mrs. Greene seconded the motion. All approved.

Mrs. Shanley made a motion to table SMS Developers Docket #488 until the June 9, 2005 meeting or until a special meeting is set up with the developer and Ms. Kennedy seconded the motion. The motion was approved.

Vista Bahn Estates, LLC, Docket 461 PhII, Bl 23 Lot 54

Mrs. Greene stated that she is a bordering neighbor of the applicant and therefore, recused herself.

Mr. Thornton made a motion to table this application until the June 9, 2005 meeting in order to give Mr. Thornton time to contact Dorothy Guzzo of the State Historic Preservation Office regarding this application and Mr. Bristow seconded the motion. The motion was approved.

Bogert Court, Single Family Home Site: Mrs. Shanley motioned to table this application until the June 9, 2005 meeting or the special meeting that may be schedule regarding Docket 488, and Ms. Kennedy seconded the motion. All approved.

GENERAL DISCUSSION

Mr. Bristow reported that he received a letter from the Helsinki historian regarding comic book artist Paul Gustavson who arrived in the USA in 1921. Mr. Bristow asked if any member had any information to please let him know.

Mrs. Greene asked if a knowledgeable adjacent property owner could give testimony on an issue that is before the Commission. Mrs. Drago answered yes.

Mrs. Greene reported that the Ramapo Parsonage was given the Bergen County Cultural Award for Continued Use from the County of Bergen.

Mr. Thornton reported that the historic sign markers need to be repaired.

Mr. Thornton motioned to adjourn the meeting and Mrs. Greene seconded the motion. All approved

The MHPC meeting was adjourned at 9:30 p.m.
