ENVIRONMENTAL COMMISSION

TOWNSHIP OF MAHWAH

JANUARY 28, 2004


The meeting of the Environmental Commission was called to order at 7:40 p.m. by John Brotherton, Chairman. The Opening Statement was made. Roll call was taken.

MINUTES
The Minutes of the meeting held on December 10, 2003 were approved as submitted.


SITE PLAN REVIEW
Vista Bahn Estates, Dkt. 461
John Brotherton explained action of the Planning Board approving the subdivision at a recent meeting. The Commission members still made comments to the Planning Board that the application was not approved given the reasons stated previously.
Commission members received a letter from Sun Valley Farm, Richard and Carol Greene, thanking members for their time in investigating the problems related to this subdivision.
Herb Schlesinger stated at the Planning Board meeting that when the roadway is laid out, the builder would invite members of the Environmental Commission to determine if there are trees on the edge of the right of way which might need extra attention.

Woodcliff Lake Development, Dkt. 455
This application was approved by the Planning Board. The berm will be two feet higher than previously specified. Applicant is requesting permission from DOT to join the gap in the berms. Environmental Commission members may be asked to look at trees along the road way. The Commission members still made comments to the Planning Board that the application was not approved given the reasons stated previously.

Russo Development/Macarthur Boulevard LLC (McKee sand pit property)
John Brotherton reported this is still pending at the Planning Board. Review of application is “on hold” while the town obtains an independent traffic study.

La Sala Dev., Inc., Dkt. 466
Minor subdivision. Approved by Environmental Commission.

Gregory & Alfred Swisher, Dkt. 465
Minor subdivision. Approved by Environmental Commission.


SOIL MOVEMENT PERMIT APPLICATIONS
Memo to Administrative Officer:
“The following applications were reviewed by the Environmental Commission on January 28, 2004. Comments are listed below.”

Richard Grinchunas, 47 Walsh Dr., Bl. 21.07, Lot 15, E-BD- 216-304-336, dated 1/9/04 for construction of pool and associated improvements. According to the plan, we note three trees will be removed and there will be one replacement tree. Approved.

Kathleen Muldoon, 159 Airmount Road, Bl. 96, Lot 20, E-BD-216-1576, dated 1/5/04.
We note the applicant proposes to remove thirteen trees, and to replace with three sugar maples. Approved.

Thomas Potenza, 1 Finn Court, Bl. 23.2, Lot 14, E-BD-216-239-367, dated 12/15/03.
Construction of pool, landscaping and other outside improvements. Approved with one replacement tree as noted in application.”

Also reviewed amendments to the plan for 19 Tudor Rose Terrace. Seven replacement trees as show on plan.


TENANT APPLICATIONS
The following tenant applications were approved on January 28, 2004.
- Nature View Landscape, Inc., 113 Moffatt Road
- Ravi Mathur (change of ownership), It’s a Wonderful Bagel, 115 Franklin Tpke.
- Martynas Ceroauskas, 62 Franklin Turnpike – auto repair
- Prestige Management Services, 73 Ramapo Valley Road – vehicle reconditioning

CONTINENTAL SOLDIER’S PARK – LANDSCAPING PROJECT
Ward Donigian stopped by after the Recreation Committee meeting. He wanted to know if we had any questions on the additional trees which recreation would like to have included in the plantings at the park. Since everyone was not present the last time he came in with Drew Baumgardt, he explained the whole idea again. The main points were improving the entrance area and shade for the tot lot playground. Ward explained that there is an historic wishing well, original to the property, which could be included in the entrance landscaping. Recreation is asking for assistance from the Environmental Commission in selecting the trees. Funding would be from the Township’s tree reserve fund (tree bank).
Ed Sinclair is in charge of parks and grounds for DPW. He would help us writing up the requests for quotes from vendors.
It was decided that the best time for planting would be early spring.
Carol Phiefer will research the best tree varieties and sizes to be planted.


CORRESPONDENCE
Reviewed various minutes, agendas and ANJEC and DEP mailings.

Received information from ANJEC on Smart Growth Assistance Grants.
John Brotherton asked Susan Golz to look over the information. Possibly at the next meeting we could write a letter to Administration/Council/Planning Board about their response on smart growth.


2004 BUDGET
The budget hearing being held tonight includes the Environmental Commission. John Brotherton will attend on behalf of the Commission.


The meeting was adjourned at 9:15 p.m. The next meeting of the Environmental Commission will be held on Wednesday, February 11, 2004 at 7:30 p.m. at the Municipal
Building, 475 Corporate Drive, Mahwah, N.J.
