ENVIRONMENTAL COMMISSION

TOWNSHIP OF MAHWAH

February 11, 2004



The meeting of the Environmental Commission was called to order at 7:40 p.m. by John Brotherton, Chairman. The Opening Statement was made. Roll call was taken.

MINUTES
The Minutes of the meeting held on January 28, 2004 were accepted as submitted.


CONTINENTAL SOLDIERS PARK
Request for trees from Recreation Committee
Following up on a presentation by Ward Donigian at our last meeting, different items were discussed concerning the request for trees.
Carol Phiefer suggested spruce trees by the road (entrance area), and shade trees around the fence of the playground area. Types of trees mentioned were maple, red oak, linden, zelkova. Also, Carol suggested putting a tree or two inside the fence, space permitting.
Commission members felt it is necessary to have an adequate sprinkler system. Water bags or having trees watered by individuals is not always sufficient.
Commission members determined that the best way to proceed with this project, it to recommend to the Recreation Committee that they obtain an exact plan, made by a landscape architect, showing plantings which could be done in several stages.
Doug D’Angelo questioned the amount of funds which might be allocated for purchasing trees. The amount of $3,000. was mentioned, but details about who will do the planting and if a warranty needs to be purchased on the trees needs to be determined.


The following letter was written to Recreation:

From: Environmental Commission
Re: Landscaping discussions
Continental Soldiers Park

“We have had some further discussions about the landscaping at Continental Soldiers Park. The Commission doesn’t feel they have the expertise to design a landscape plan for this important town facility. We suggest the Recreation Committee arrange for a professional landscape architect to prepare an overall plan that might take several years to execute. The first phase could be what we discussed recently – entrance area and shading for the tot lot playground. There are several landscape architects in town that might be willing to provide some help. Perhaps a preliminary landscape plan might be obtained for about $300. We are not sure whether the DPW could do the planting of trees and shrubs. Of course, that would affect the total cost.”


SITE PLAN REVIEW
Wingate Inn, Dkt. 405
This resubmitted plan was reviewed and discussed. Comments to Planning Board were:
“Not approved.
We are assuming that these plans are re-submitted plans and unchanged from those previously reviewed. Our comments from 2/28/01 still apply to the landscape plan.
Forty-seven replacement trees were required and, other than arborvitae, we could identify only seventeen acceptable trees.
If there have been any substantial changes since February 2001, we would appreciate
having them spelled out for our further review.”

Brandywine Homes, LLC, Dkt. 467
Comments to Planning Board were:
“Not approved.
We would prefer to see no houses on lots 6 and 7.”


TENANT APPLICATION
Arco, Inc. 300 Route 17 South Distributor of semi conductors - approved.


SOIL MOVEMENT PERMIT APPLICATIONS
Memo to Administrative Officer:
“The Environmental Commission has reviewed the following applications. Comments are as follows:
Passerino, 11 Smokehouse Lane, Bl. 162, lot 203.02, E-BD-216-1583-01, dated 2/5/04.
We note that thirty-nine trees will be removed and there will be ten replacement trees. Since the applicant did not specify the varieties of replacement trees to be planted, we remind the Planning Board that Norway maples and white pines are not acceptable replacement trees.

Lena Tamboer – soil movement application related to Brandywine Homes, LLC, Dkt. 467. We withhold review and/or approval until this subdivision is reviewed by the Planning Board.

Sustack, Jason, 21 Hines Ave. and 120 Ramapo Valley Road Bl. 43, Lots 20 – 27. Dkt. 463S, dated 2/6/04 – approved with six replacement trees.”

Received a copy of a plan for Franklin Turnpike Construction, Dkt. 441A-F, Bl. 104, Lot 83.02 showing 6 replacement trees for that lot. No action taken.

OTHER ITEMS
John Brotherton reported on a GIS instructional meeting given in the Environmental Commission’s office by Civil Solutions on February 10th. He and Susan Golz were present. Unfortunately, Susan is absent tonight due to illness. She was hoping to demonstrate use of GIS for Commission members. A similar presentation will be given to the Township Council on February 19th.

C1 Watershed - John Brotherton discussed information he obtained on the new storm water management regulations including a 300 foot buffer. He had a GIS wetland map.

Aerial Photos - Oakland is having some aerial photos done.


The meeting was adjourned at 9:15 p.m. The next meeting of the Environmental Commission will be held on Wednesday, February 25, 2003 at 7:30 p.m. at the Municipal Building, 475 Corporate Drive, Mahwah, N.J.
