TOWNSHIP OF MAHWAH
BUDGET WORK SESSION MEETING MINUTES
WEDNESDAY, JANUARY 21, 2004

The meeting was called to order at 7:00PM by Council President Richter who read the Open Public Meetings Act Statement as prescribed by law. Notice of this meeting was advertised in The Record on January 19, 2004 stating this meeting would be held in the Municipal Offices, 475 Corporate Drive, Mahwah, New Jersey on Wednesday, January 21, 2004 at 7:00PM.

Notice of this meeting is posted on the Municipal Bulletin Board. The minutes of this meeting shall be available in the Municipal Clerk’s Office.

Present: Councilmembers Calandrillo, DaPuzzo, DiGiulio at 7:17PM, Kelly, Paton, Richter and Spiech

Also present were Mayor Richard J. Martel, Business Administrator Brian Campion and Municipal Clerk Kathrine Coletta.


Mayor Martel made a statement concerning the proposed 2004 Budget. The Mayor asked Council to consider the proposed Budget as “work in progress”. He went on further to say 2004 will see a tax increase. And a tax increase has not occurred in the Township for the past 12 years. Mayor Martel asked Council to be aware of the major components making the budget. The Mayor pointed out the funding for the turf of the Commodore Perry Field and the High School Field are not included in the Capital Budget. The Mayor commended the Department Heads for their budgets.

Kelly asked the rate 12 years ago. The Chief Financial Officer answered 48 ½ points in 1992; in 2000, 40.8 points.

Kelly asked the Mayor if there were any areas where he felt reductions could be made. The Mayor deferred to the Business Administrator. The Business Administrator answered Council may choose to look into how much surplus is available. The Business Administrator provided Council with a handout showing the changes from last year’s budget and this year’s budget.

Spiech suggested Council consider bonding the fields.

The Chief Financial Officer provided Council with an Analysis of the Deficit. The Chief Financial Officer explained the Reserve for Uncollected Taxes 2004 Revenue Report.

DiGiulio asked the Chief Financial Officer the Tax Collection Rate. The Chief Financial Officer answered 99%.

DaPuzzo asked if $1.8 million more is being spent this year. The Chief Financial Officer explained the total budget for this year is up $1.5 million from last year. The Chief Financial

Officer went on further to say this does not mean spending was increased.

DaPuzzo feels if the taxes were increased slightly over the past 3 years the Township would not be faced with an increase this year.

Finance
Mr. Ken Sesholtz, Chief Financial Officer, was present. The Business Administrator distributed an Organizational Chart of the Finance Department.

Ambulance Corps. Co. #1
Captain Lynn Dubicki and Assistant Captain Debbie Nelson were present.

Richter asked how many members are in the Corps. Ms. Dubicki answered 40.

Spiech asked about the funding for the new ambulance. The Business Administrator explained the new ambulance was part of last year’s capital.

Ms. Dubicki asked for Council to consider increasing the Clothing Allowance to $300. per member.

Ms. Ann Mancuso, Tax Collector, was present.

Calandrillo asked about document imaging. The Business Administrator answered this was presently done.

Spiech suggested the money towards to Fire Department Dinner or the Volunteer Picnic be eliminated.

Richter suggested Council not contribute towards the Fire Department Dinner.

Reduced from $47,000. to $42,000.

Animal Census Taker
A motion was made by Calandrillo, seconded by DaPuzzo, to increase to amount paid to the Animal Census Taker to $3,500. Money shall be taken out of the Dog Trust Fund. All in favor. Motion carried.

Animal Control

Public Portion
On a motion by Spiech, seconded by Calandrillo, the meeting was opened to the public at 9:15PM. All in favor. Motion carried.

Mr. Peter Cassotis of 107 South Mahwah Road asked Council to consider going to surrounding municipalities to save money when purchasing large items. The Business Administrator explained the Township does purchase off the State Contract List.

On a motion by Spiech, seconded by Kelly, the meeting was closed to the public at 9:19PM. All in favor. Motion carried.

On a motion by Spiech, seconded by Kelly, the meeting was adjourned at 9:20PM. All in favor. Motion carried.
