ENVIRONMENTAL COMMISSION

TOWNSHIP OF MAHWAH

September 24, 2003


The meeting of the Environmental Commission was called to order at 7:40 p.m. The Opening Statement was made. Roll call was taken.

MINUTES
The Minutes of the meetings held on August 27, 2003 and September 10, 2003 were accepted as written.

RESIGNATION
John Brotherton read Mark Sadowski’s letter of resignation from the Environmental Commission. Mark’s schedule prevents his attendance at meeting as he would like.
The letter was dated September 7th and was received just after our Sept. 10th meeting.

Members present discussed the possibility of adding alternate members to the roster of Environmental Commission members, to allow the group to reach a quorum, but to also allow volunteer residents to serve in a lesser capacity on Commission projects.
A letter was drafted to Mayor Martel.


BERGEN COUNTY OPEN SPACE SYMPOSIUM
John Brotherton reported on the open space meeting which he and Susan Golz attended recently. He brought information packets which other members reviewed. Information will be placed in the files.


PROPOSED WEIGH STATION
We have not heard anything new from local residents. Also we have not had a reply from Council President E. Richter following our recent request to have access to the town’s information on file.

TENANT APPLICATION
Viecore, 1111 Macarthur Blvd. (Seiko), computer software developer – approved.

SOIL MOVEMENT PERMIT APPLICATIONS
Memo to Administrative Officer:
“The Environmental Commission has reviewed the following Soil Movement Permit Applications.
Tremblay, 4 Donner Court Bl. 152, Lot 95.08, E-BD-216-1520
If fourteen trees are to be removed, the number of replacement trees required is 3
(Not 2). See attached sheet.

10 Acre, LLC, 114, 118 and 122 Fardale Avenue Bl. 162, Lots 229.07, 229.08 and 229.09. The replacement trees are noted on the forms are approved. Maple is an acceptable replacement tree, but not Norway maple.

Kaplan, Karl, 7 Fox River Crossing Bl. 1, Lot 189.
Revised number of eight replacement trees is approved.
White pines and Norway maple are not recommended as replacement trees. Replacement trees should be deciduous trees, similar to those being removed.

Claire Spingler, 268 Myrtle Avenue Bl. 139, Lot 27, E-BD-216-1527, dated 9/12/03 – approved.

Mark Weinraub, 1145 Ramapo Valley Road Bl. 23, Lot 42, BD-216-1495 – approved.”


Soil Movement Permit Applications
Tree Preservation Form
Memo to Administrative Officer
“Please have all applicants for soil movement permits complete the tree preservation application which is part of the soil permit process. The form should be completed and submitted, even if no trees will be removed. Not submitting the completed form delays approval of the application by the Environmental Commission.”


SITE PLAN REVIEW

Approved.

Woodcliff Lake Development, Dkt. 455
Comments to Planning Board:
“Not approved.
See our previous comments after review of the Environmental Impact Statement dated Sept. 11, 2003.

We have had an opportunity to review the latest revision of the site plan which we believe was shown to the Planning Board in August. We cannot agree to the to depth variance requested on lots 4, 5 and 6. These lots are not even close to normal shapes.”

Re: Mahwah Day
“We all thought Mahwah Day was great. Congratulations! One of our members, Doug D’Angelo, passed on these comments.

“Mahwah Day was a great event, but I noticed one thing that occurred at the very end. The vendors were dumping what I thought was grease at in the woods. It turned out to be coal ash. Can we pass a request on to the planners that they include charcoal trash cans and grease collectors next time, so there is a place for the vendors to dump to avoid this from happening?”

We are sure you make every effort to have vendors follow your procedures, and you are probably aware of this already.”

“We recall a landscaping plan was part of this site plan application. Are there trees still to be planted on this site? Perhaps this work is still pending, but we would like to know the status of any remaining work. Please advise.”

Memo to: Council President Richter
Re: Airmont Avenue property
“We noted that the Council agenda September 18 included a discussion on the Airmont Avenue property. We suggest the Council consider a low impact, passive recreation area for that location.”

Re: Continental Soldiers Park
“It is a concern of the Environmental Commission that, on a number of occasions, (and specifically on September 22nd), Continental Soldiers Park is fully lit and no one is there.”

Re: Continental Soldiers Park
“Ward Donigian mentioned that there is still money available in the budget for Continental Soldiers Park for the walking trails. Could you tell us the status of this part of the project? Maybe you could meet with the Environmental Commission to discuss the trails.”

OTHER ITEMS DISCUSSED
Master Plan
Reviewed a recent newsletter on planning/GIS in New Jersey.
J. DeWan will ask if the town has an electronic copy of the master plan for our review in anticipation of renewal of the master plan.

Recycling
Need a separate phone line with hours and notification if the center is closed.
Need an updated list of recyclables, especially paper and cardboard.

Parking
Lot near train station needs lines to designate spaces. There are none at this time.

John Brotherton and Paul Scian will be unable to attend the meeting on October 8, 2003.



The meeting was adjourned at 9:35 p.m. The next meeting of the Environmental Commission is Wednesday, October 8, 2003 at 7:30 p.m. at the Municipal Building, 475 Corporate Drive, Mahwah, N.J.
